Description
The Council is seeking to establish a Framework Agreement for the provision of short breaks for children and young people with disabilities (CWD) aged 5 to 17 years who live in Norfolk. Full details of the requirement can be found in Schedule 2 - Service Specification, which forms a Schedule to the Terms and Conditions. Norfolk County Council’s existing Framework Agreement covering Short Breaks expires on the 31st of March 2023 and will be replaced by this Framework which commences on the 1st of April 2023.The Council wishes to commission a range of high quality, outcome-focused, inclusive Short Breaks across Norfolk to support its vision:"To provide opportunities where children and young people with disabilities can thrive, grow, achieve, and have fun in the community with their peers, whilst supporting their families to have a break from caring."(Norfolk County Council’s Short Breaks Strategy 2023-2026, due to be published in April 2023)Ensuring Short Breaks provide the right
Total Quantity or Scope
This Framework is being let under Regulations 74 to 77 of the Public Contract Regulations 2015 (Light Touch Regime), under which the Council has flexibility as to the process or procedure to be used when purchasing certain services of which Short Breaks is one. In this instance, the Council is establishing a framework agreement with multiple suppliers that will set out the terms and conditions for making specific purchases (call –offs). The framework agreement differs from those let under the non-light touch regime in that the Council, exercising its flexibility, may periodically open the framework for new applicants. Additional information: The value is an estimate over the lift of the framework agreement based on current data. it is envisaged that demand and therefor the value will increase.
Renewal Options
The term of the framework is for 60 months from the commencement date with the option to extend for up to a further 60 months.
