Description
The Association of North East Councils Limited Trading As the North East Procurement Organisation (NEPO) seeks to establish a multi-supplier, multi-lot Framework Agreement to provide Retrofit and Decarbonisation Works. NEPO envision a Framework Agreement which is flexible in its approach, offering comprehensive access to Retrofit and Decarbonisation Works either as a package solution via Lot 1 - Retrofit and Decarbonisation Partner; or via individual installers Lots 2-15. All Lots 1-15, where applicable, will have sub-Lots for domestic and non-domestic provision.
Lot Division
1 | Retrofit and Decarbonisation Partner NEPO are using an Open procedure for the procurement of this Framework Agreement for Retrofit and Decarbonisation Works. Lot 1 of the Framework Agreement and will provide a turnkey solution for the whole deployment of low carbon retrofit programmes on behalf of the Contracting Authority within domestic and non-domestic properties using available funding. It is NEPO's intention to include sub-lots for domestic and non-domestic provision, each sub-lot will be awarded to a maximum of five suppliers. Tenderers will be evaluated in accordance with the award criteria contained within the Invitation To Tender (ITT) documents. Additional information: It is anticipated this Framework Agreement will commence 16 January 2023 for an initial period of 30-months, with optional extensions of up to 24-months. It is anticipated that this Framework Agreement will be utilised for funded projects, including but not limited to, BEIS, Sustainable Warmth Competition (Home Upgrade Grant Phase (HUG) and Local Authority Delivery scheme (LAD)), Social Housing Decarbonisation Fund (SHDF), SALIX via the Public Sector Decarbonisation Scheme (PSDS) and others, although the detail of this is currently unknown. |
2 | Heat Pumps Air Source (ASHP) Installers NEPO are using an Open procedure for the procurement of this Framework Agreement for Retrofit and Decarbonisation Works. Lot 2 of the Framework Agreement and will deliver low carbon heat pump air source (ASHP) installation services on behalf of the Contracting Authority using available funding. It is NEPO's intention to include sub-lots for domestic and non-domestic provision, each sub-lot will be awarded to a maximum of six suppliers. Tenderers will be evaluated in accordance with the award criteria contained within the ITT documents. 6 | Battery Storage Domestic/Small and Large Systems NEPO are using an Open procedure for the procurement of this Framework Agreement for Retrofit and Decarbonisation Works. Lot 6 of the Framework Agreement will deliver small and large battery system (20kW - 5MW) installation services on behalf of the Contracting Authority using available funding. It is NEPO's intention to include sub-lots for domestic and non-domestic provision, each sub-lot will be awarded to a maximum of six suppliers. Tenderers will be evaluated in accordance with the award criteria contained within the ITT documents. It is NEPO's intention to include sub-lots for domestic and non-domestic provision, each sub-lot will be awarded to a maximum of six suppliers. Tenderers will be evaluated in accordance with the award criteria contained within the ITT documents.
