Description

The purpose of this pre-market engagement (PME) questionnaire is to help Belfast City Council (‘the Council’) better understand the the levels of competition, capability and capacity in the market to supply and deliver an In Cab Technology system for management of waste collection routes. All information returned will assist in the development of the specification; evaluation criteria, pricing model; and contract award options to ensure this tender opportunity delivers a high quality service and best value for money for the ratepayers of Belfast. The Council aims to use the learning from this PME to review and select the best IT solution to modernise how vehicles are utilised, squads are deployed, tracked and optimised through the use of in cab-technology, to improve service delivery, by improved data exchange with current CRM software to ensure effectiveness and efficiency. The pre market engagement will take the form of an initial questionnaire, depending on the volume of responses, all or some of the respondents will be taken through to further engagement taking the form of interviews, presentations and system demonstrations. Total Quantity or Scope

The Council is looking to procure an In Cab Technology System(s) to: o Replace the current (aged) software systems in relation to route planning and fleet telematics, with a single modernised fit for purpose integrated tracking and routing system with the ability to constantly plan, manage and adapt operations and report live time information to appropriate users; o Transform and optimise the customer experience, through provision of a digital system that integrates frontline operations, operational control and the customer hub. It provides real time information, visibility of service provision, ability to respond in real time and plans and balances workloads thus improving efficiency. The new technology will optimise routes, increase first time collections, improved management information, reduce RTCs and reduce fuel consumption (and therefore harmful emissions).
