Description
Hampshire County Council has established an 'Open Framework' for the provision of Special Education Needs training to provide additional education and supportive services to pupils in Hampshire who have an Education, Health and Care Plan. As an 'Open Framework' service providers can apply to join the framework at any time during the framework term. Examples of services include tutoring pupils who are in education, providing tutoring or mentoring for pupils who are struggling to engage in education, supporting pupils who are educated other than at school (EOTAS) or working to provide specialist support to aid education placements. The Open Framework is divided into 6 Lots. Lot 1 - Tutoring (QTS qualified) Lot 2 - Tutoring (non QTS qualified) Lot 3 - Specialist teachers Lot 4 - Services supporting education Lot 5 - Other services supporting education Lot 6 - Registered physiotherapy. Providers can apply for any lots that they are able to deliver a service on. There are price caps associated on each lot. The detail on this is shown within the tender documents. The Open Framework has been let for an additional period of 4 years with 2 further extension periods of 4 years will be available, taking the maximum length of the Open Framework to 12 years. The anticipated value of the Open Framework is up to £109,000,000.
Lot Division
1 | Tutoring (QTS Qualified) Service Providers in this Lot will be able to offer tutors who hold Qualified Teacher Status(QTS) and will be able to offer either face to face or online tutoring. The subjects will bespecific to the needs of the individual pupil but will predominantly be the core schoolsubjects of English, Maths and Science. |
2 | Tutoring (non QTS qualified) Service Providers in this Lot will be able to offer tutors who hold a degree level qualification or have substantial experience in a given subject and will be able to offer either face to face or online tutoring. The subjects will be specific to the needs of the individual pupil and could include a subject which may not ordinarily be available in a mainstream school setting |
3 | Specialist Teachers Service Providers in this Lot will offer teachers who hold Qualified Teacher Status (QTS) and additional qualifications or significant experience (5+ years). This additional experience will be in specific areas of need that would allow them to offer specialist support and advice to the pupil's class-based teacher e.g., BSL trained staff, ASD specialists. Qualifications could include Mandatory Qualification for Teachers of Children with Hearing Impairment/Visual Impairment. |
4 | Regulated Services Supporting Education Service Providers in this Lot will offer services such as mentoring, alternative therapies that will work to reducing the anxiety of the pupils. They will also support the continued engagement (for placements in danger of ending) or the reengagement of pupils with fulltime education, training or employment. This Lot include services such as art therapy, music therapy, drama therapy and other alternative therapies that are covered under Health and Care Professions Council (HCPC) registration. |
5 | Other Services Supporting Education Service Providers in this Lot will offer other non-specified services such as mentoring, alternative therapies and other services that will work to reducing the anxiety of the pupils. They will also support the continued engagement (for placements in danger of ending) or there engagement of pupils with full time education, training, or employment. This Lot will be wide ranging and include services including equine therapy etc. |
6 | Registered Physiotherapy Service Providers in this Lot will be qualified physiotherapists, each worker will, be a Member of the Chartered Society of Physiotherapy and registered with the Health and Care Professions Council (HCPC). Pupils accessing services via this Lot will often need to access physiotherapy within their school setting although this may also be at home or in a community location and Service Providers need to be able to travel as required. |
