Description

Winchester City Council (WCC) is anticipating issuing a call for competition during November 2022 for the provision of fortnightly and quarterly communal area and defined cleaning of (approximately) 16 sheltered housing schemes, 62 general needs housing schemes and 7 temporary accommodation schemes. All schemes vary in size, design, flooring type, and facilities and as such, the cleaning requirements will vary between sites. In particular the cleaning service provider will be expected to clean a number of different sites, in different areas during any day thus a mobile service is required. Winchester City Council has declared a climate emergency further information is available here www.winchester.gov.uk/climate-change-and-energy The total contract value over 5 years is expected to between £1m and £1.5m. It is anticipated that the contract will commence during May 2023. Please note that this is a pre-market information gathering exercise and your organisation will need to respond separately to any contract notice subsequently published. WCC are keen to understand how the market would respond to a tender which: 1. Included indexation linked to the ONS Nominal Average Wage to the labour charge and not CPI applied to the entire contract sum. Mandated the use of electric vehicles. 4. Has a contract term of the following: 5 years (3 +2 years) or 6 years (2+2+2 years) or some other period. 5. Quarterly supplier meetings with representatives from the tenants and leaseholders to address any service issues. 6. Specifies the use of battery powered cleaning devices (as access to power is not available in communal areas). 7. Includes the provision of a portable water supply (as an accessible supply is not available in all properties). 8. Requires work wear to be provided as part of the contract. 9.
