Description

Procurement for Housing seeks to establish a Framework Agreement for the provision of Material Supply and Associated Services. The Framework Agreement will include but not be limited to; the supply of goods and services to support the delivery of planned, reactive maintenance and retrofit works and is open to social housing providers and the wider public sector (https://procurementforhousing.co.uk/permissible-users/across) across the United Kingdom. The opportunity has been divided into sixteen (16) Lots as follows: Lot 1 - Plumbing, Heating and Gas Lor 2 - Electrical Lot 3 - Building Materials Lot 4 - Aids and Adaptations Lot 5 - National Consortia for Independent Merchants (NCIM) Lot 6 - Managed Store - National Supply (UK) Lot 7 - Managed Store - Scotland Lot 8 - Managed Store - Wales Lot 9 - Managed Service - National Supply (UK) Lot 10 - Managed Service - Scotland Lot 11 - Managed Service - Wales Lot 12 - Specialist Supply Service Route (SSR) - Plumbing, Heating and Gas Lot 13 - Specialist Supply Service Route (SSR) - Electrical Lot 14 - Specialist Supply Service Route (SSR) - Building Materials Lot 15 - Out of Hours Lot 16 - Technology (multi-vendor van stock management solutions) Organisations can apply apply to become qualified suppliers in one or more lots. The estimated total Lot values provided within Document 1 - Invitation to Tender, represent the estimated maximum spend ranges for each Lot. However, Tenderers should note that we expect the total value of the Framework Agreement across all lots to be GBP 1,420,000,000 (1.42 billion). However, as it is unknown which contracting route will be selected by PfH Members estimations have been duplicated over the managed services and specialist supply lots.

Lot Division

1 Plumbing, Heating and Gas
  • Value: £200M

Supply and delivery of plumbing, heating and gas products and associated services for planned investment, reactive maintenance and retrofit works. Including, but not limited to: - all associated heating spares - products for traditional and low carbon heating systems - plumbing systems - gas spares - brassware - showering - consumables - associated accessories - services pertaining to van stock management solutions and; - delivery and collection services. Contract periods may vary from an expected minimum 12 months to an expected maximum of 4 years. However, PfH members will be free to select the most appropriate contract period for their needs which may vary from these expected periods. It is the intention of PfH to award to eight (8) Suppliers on this Lot, although PfH reserve the right but not the obligation to alter this number depending on the Tenders submitted.

2 Electrical
  • Value: £150M

Supply and delivery of electrical products and associated services for planned investment, reactive maintenance and retrofit works. This should include, but not limited to: - circuit protection - electrical accessories - lighting fire & heat detection alarms - cable and wiring - ventilation products - renewable electrical solutions, e.g PV - adherence to WEEE regulations - service pertaining to van stock management and; - delivery and collections services Contract periods may vary from an expected minimum 12 months to an expected maximum of 4 years. However, PfH members will be free to select the most appropriate contract period for their needs which may vary from these expected periods. It is the intention of PfH to award to eight (8) suppliers on this Lot, although PfH reserve the right but not the obligation to alter this number depending on the Tenders submitted.

3 Building Materials
  • Value: £150M

Supply and delivery of general building materials and associated services for planned investment, reactive maintenance and retrofit works. This should include, but not limited to: - all heavyside products including timber, boards, roofing, insulation, bricks, blocks, paving and drainage - cement and plaster - carpentry and woodwork - insulation products - Tool purchase (all hardware) - Kitchens & Bathrooms - Alarms (smoke/heat/carbon monoxide) - Ironmongery - General building materials - services pertaining to van stock management and; - delivery and collection services Contract periods may vary from an expected minimum 12 months to an expected maximum of 4 years. However, PfH members will be free to select the most appropriate contract period for their needs which may vary from these expected periods. It is the intention of PfH to award to eight (8) suppliers on this Lot, although PfH reserve the right but not the obligation to alter this number depending on the Tenders submitted.

4 Aids and Adaptations
  • Value: £30M

Supply and delivery of adapted plumbing supplies and associated products for planned investment, repairs and maintenance and retrofit works. Products should include, but are not limited to: - wet rooms - shower trays - adapted showers - brassware - mobility support - Doc M packs - general disabled adaptations - services pertaining to delivery and collection Contract periods may vary from an expected minimum 12 months to an expected maximum of 4 years. However, PfH members will be free to select the most appropriate contract period for their needs which may vary from these expected periods. It is the intention of PfH to award to five (5) suppliers on this Lot, although PfH reserve the right but not the obligation to alter this number depending on the Tenders submitted.

5 National Consortia for Independent Merchants
  • Value: £100M

The supply of plumbing, electrical and building materials and associated services for planned investment, reactive maintenance and retrofit works from independent merchants. This will include the supply of a broad range of products, including, but not limited to: - plumbing and heating products - building materials - kitchens and bathrooms - joinery products - hardware and brassware - electrical items - gas spares - tool purchase - low carbon technologies - delivery and collection services - any other associated services and requirements within the scope of the framework (across all lots) Contract periods may vary from an expected minimum 12 months to an expected maximum of 4 years. However, PfH members will be free to select the most appropriate contract period for their needs which may vary from these expected periods. 6 Managed Store - National Supply (UK)

The provision of managed store and associated service for planned investment, reactive maintenance and retrofit works across the United Kingdom. This will include the supply of a broad range of products, including, but not limited to: - plumbing and heating products - building materials - electrical items - gas spares - tool purchase - low carbon technologies - van stock management systems - any other associated services and requirements within the scope of the framework (across all lots) There will be requirements for a multi-disciplined service that may include, but again is not limited to: - adapting and managing a members' existing store - identifying a new site to create a dedicated managed store, fixed or temporary. - provision of a van stock management solution - provision of modern delivery and collection services Contract periods may vary from an expected minimum 12 months to an expected maximum of 4 years. However, PfH members will be free to select the most appropriate contract period for their needs which may vary from these expected periods.
