Description

Leicester City Council (‘the ‘Authority’) invites Tenders for the provision of Pathway 2: rehabilitate, reable and recover (RRR) Discharge to Assess (D2A) services for people in Leicester and Leicestershire. Leicester City Council is leading the procurement on behalf of the NHS Leicester, Leicestershire and Rutland Integrated Care Board (LLR ICB), Leicester City Council, Leicestershire County Council and Rutland County Council. As part of a wider system review undertaken by Leicester City Council on behalf of system partners, LLR ICB and Leicestershire County Council, commissioners are putting in place a dynamic and comprehensive rehabilitation, reablement and recovery (RRR) offer as part of our Discharge to Assess Pathway 2 arrangements. For Lot 1 Reablement and Rehabilitation Pathway (therapy-led beds) up to 25 beds are required on a block contract basis in residential care home/s*. Care Homes are invited to bid for no less than 5 beds and no more than 15 beds in one Care Home location. The price per bed per week for Lot 1 for 2022/23 is set at £808.00 irrespective of whether the bed is used or not. For Lot 2 Reablement and Recovery Pathway beds, up to 50 beds on a framework spot purchase basis are required in residential care home/s*. Care Homes are invited to bid for up to 2 beds located in one Care Home location. The Authority anticipates that up to 25 providers may be awarded Lot 2 Framework Agreements. The price per bed per week for Lot 2 for 2022/23 is set at £722.00. The price will only be paid for the period that the bed is used. *Note this does not exclude dual registered care homes from providing Services but is more an acknowledgement that Services do not require any clinical oversight from registered nurses. The primary focus is to provide Services for people who do not have nursing needs and who do therefore not require nursing care. It is the intention of the Authority to award each Lot described above to Care Home/s located within the geographical boundary of the city of Leicester and/or county of Leicestershire to a commission the number of beds listed for Lot 1 and Lot 2. Tenders may be submitted by a Tenderer for all or any of the Lots listed above. The Authority reserves the right to award the Lots and Framework Agreements to a single Tenderer or a combination of Tenderers. The Authority is conducting this procurement under the Light Touch Regime for Social and Other Specific Services, as set out in the Public Contract Regulations 2015 (PCR), at Section 7 (Regulations 74 to 77) and Schedule 3. The procurement process will not be conducted under the Public Contract Regulations 2015; however, it will be similar to that of an Open procedure. The Process will, unlike an Open Procedure, include the flexibility, as allowed under the Light Touch Regime with various evaluation stages as detailed in this Invitation to Tender documentation.

Lot Division

1 Reablement and Rehabilitation Pathway (therapy-led beds)
  • Value: £5M

For Lot 1 Block Contract/s will be awarded. For Lot 1, the proposed Block Contract will be for an initial period of 2 years to commence on 1 July 2023 to 30 June 2025 with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for a further period or periods up to a total of 24 months to 30 June 2027, taking the contract term to a maximum of 4 years. It is the Authority’s preliminary view that TUPE is unlikely to apply in respect of this Contract. However, Tenderers will need to reach their own conclusion as to whether or not TUPE applies. The Invitation to Tender document and its appendices and all other documentation issued to Tenderers sets out the details of the Authority’s requirements and how to submit your Tender.

2 Reablement and Recovery Pathway beds
  • Value: £8M

For Lot 2 Framework Agreements will be awarded. The Framework Agreements will be Open Framework Agreements. Throughout the duration of the Framework Agreement, the Authority may review the Framework Agreement and may open it to the market for new appointments to it at its own discretion when a service need arises. A service need includes (but is not limited to): a) a lack of capacity from current contracted Providers and therefore there is a need to supplement the Framework List of Providers beyond the numbers initially appointed to the Framework Agreement; b) an increase in the volume of Service Users requiring Services under the Framework Agreement; and c) to replace (if required) contracted Providers who have been removed, suspended from the Framework Agreement or did not agree to provide the Services within any Extension Period. For Lot 2, the proposed Framework Agreements will be for an initial period of 2 years to commence on 1 July 2023 to 30 June 2025 with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for a further period or periods up to a no more than 24 months in total to 30 June 2027, taking the contract term to a maximum of 4 years. The Authority provides no guarantee or volume of any work to any successful provider. It is the Authority’s preliminary view that TUPE is unlikely to apply in respect of this Contract.
