Description

Intention: Sandwell and West Birmingham Hospitals NHS Trust (SWBH) is announcing a pre-procurement notice with regards to plans surrounding the implementation of Continuous Quality Improvement (CQI) system across the Trust. Whilst this is not currently a formal procurement notice, the Trust is mindful that over the next coming months external third-party suppliers will be sought out to advise and potentially assist in understanding options/the 'art of the possible' in preparation for a future tender. Currently, the Trust is exploring options within the market with the plan to engage in prior discourse with suppliers ahead of the formal process. We are not currently working with any external suppliers in this area. Background: Our Trust vision is to "be the most integrated health care provider in the NHS" by putting the patient/citizen at the heart of change and removing intra and inter organisational boundaries to deliver seamless care. SWBH is a Trust rated "Requires Improvement" by the Care Quality Commission (CQC) but aspire to be at least good or outstanding in everything we do. This "patient" strategic objective sits along two others: people - to cultivate and sustain, happy productive and engaged staff; population - to work seamlessly with partners to improve lives. SWBH recognises the importance of a CQI culture and approach in achieving its aspirations, and wishes to develop its CQI approach accordingly. We understand the importance of the Board commitment, the leadership style and the importance of developing a vision and implementation plan to deliver CQI in a sustainable way. The Trust has an Improvement Team, who historically have been used largely on major change programmes with pockets of support using CQI approaches. Alongside the pockets of Improvement work, internally, we are working on aligning around a prioritised strategic portfolio. This engagement exercise is designed to support delivery of the vision and design of the implementation plan.

Total Quantity or Scope

As per the short description, the purpose of this notice is pre-market engagement. Additional information: SWBH is looking to engage suppliers in pre-market conversations to vision possible CQI capacity and capability support solutions, this will help the Trust to understand future options appraisal and full business case (prior to going to tender to ensure budget availability). To this end the Trust will be holding: 1. an briefing session Monday 7th November 11:30-12:00 to provide further clarity on the ask of this pre-procurement process; please email sarah.gammidgejefferson@nhs.net to be included in the invite. 2. Virtual engagement sessions w/c 28th November 2022 The objectives of the engagement day will be to gather information from potential partners on their: · Expertise, experience and approach in CQI implementation · Case studies from other NHS trusts · Value add of their services and benefits realisation · Key lessons learnt from previous implementation · Procurement specification development advice · Costing models · Framework availability, if awarded to any The engagement session will take the format of a 45 minute discussion session, initiated by a 15 min presentation per supplier. If your organisation would like to be considered for the engagement event on the 28th November, please answer the below questions and respond in an email titled 'SWBH CQI Questions & Engagement Day' to sarah.gammidgejefferson@nhs.net by the 3pm 10th November 2022: ·Has the supplier delivered a CQI approach in an NHS organisation? ·Does the supplier have experience delivering Executive / Board coaching in CQI? ·Has the supplier delivered a scalable training programme in CQI philosophy / methodology? Due to potential demand, the Trust may look to review the supplier responses received and shortlist accordingly based upon the timeslot availability on 28th November 22. If you do register an interest and respond with the questions asked by the deadline (3pm 10th November 2022), the Trust will endeavor to inform you if you have been successful/unsuccessfully shortlisted for the event on the by 5pm Thursday 17th November 22.
