Description

The current generation of the Intermediate Construction Framework (ICF - 2) will expire on June 6th 2023. The Authority (Hampshire County Council) wishes to put in place a successor framework, namely ICF - 3 to deliver construction projects in Hampshire and adjacent counties for the period 2023 - 2027. The ICF - 3 is intended to deliver construction projects in the value range of £800,000 to £4.5m. This Prior Information Notice is intended to advise interested contractors of a forthcoming Supplier Day Event, to be held on Thursday 24th November at 10.00am to 11.30am The event will be a presentation hosted on Eventbrite https://www.eventbrite.com/e/hccs-intermediate-construction-framework-3-informat... The event will describe the typical project types, the scope of the framework, quality objectives, how the pricing and call off options operate, the bid process and timeframe.

Total Quantity or Scope

The current ICF - 2 framework delivers a diverse range of projects in the value band of £1 to £4m, mainly for Hampshire County Council, but is also available for use by other local government bodies, Police, Fire and Rescue. Typical projects are refurbishments and extensions to existing schools, colleges, offices, leisure facilities with some new builds. The framework is limited to 4 contractors operating on a rotation call off basis and using the Two Stage Open Book (2SOB) tendering model. The 2SOB model allows for contractors to add cost, design, programme and buildability advice during a preconstruction period in order to help secure the best outcomes. It is anticipated that the successor framework ICF - 3 will retain the rotating 2SOB Direct Award as described above but will also include a mini-competition call off process for Single Stage Lump Sum projects and the Two Stage Open Book It is proposed to limit the contractor numbers to 4, per the current framework. This framework would suit contractors with a regional presence. The framework would not suit contractors who can deliver only part of the build (ie sub-contractors), or for companies whose main focus is design only or modular build only.
