Description
The Greater Manchester Combined Authority is seeking suitable organisations to deliver a Greater Manchester Restricted Eligibility Support Service, which will provide person-centred and joined-up support and advice to people with restricted eligibility in Greater Manchester who are facing, or at risk of, homelessness. Providers will also be expected to work with GMCA to facilitate system change, supporting the improvement of mainstream homelessness provision for people with restricted eligibility and contributing to GMCA’s policy change priorities. The programme will be procured as two separate–but closely interconnected– Lots: • Lot 1: Immigration and Legal Advice. Provider(s) will deliver immigration and other legal advice and casework to support people with restricted eligibility to regularise their status and/or gain access to welfare benefits, where possible, in order to prevent and/or support move-on from homelessness. Provider(s) will work collaboratively in partnership with other support providers in the Service, to deliver a holistic offer for the client. Through training, collection and sharing of data, good practice and intelligence, Provider(s) under this Lot will also facilitate wider system change, to improve the accessibility and effectiveness of public and voluntary services across Greater Manchester for people with restricted eligibility. • Lot 2: Practical Support, Advice and Co-production. Provider(s) will deliver an integrated and flexible support service, alongside Provider(s) in Lot 1, that helps people with restricted eligibility to overcome practical barriers and gain access to the specialist support they might need. This should include a Homelessness Prevention Floating Support service, working in communities and with other agencies to identify and support people with restricted eligibility who are at risk of homelessness, as well as accessible support for people in ABEN accommodation or waiting to enter. Provider(s) under this Lot will also work with people with lived experience of restricted eligibility to develop and deliver training and advocacy aimed at wider system and policy change.

Provider(s) will deliver an integrated and flexible support service, in collaboration with Provider(s) in Lot 1, that helps people with restricted eligibility to overcome practical barriers, progress their immigration/asylum cases and gain access to the specialist support they might need. This should include support and advice for people with restricted eligibility in ABEN accommodation, in close collaboration with accommodation-based key workers, in addition to a Homelessness Prevention Floating Support service element. Provider(s) under this Lot will also provide coordination support for the Service as a whole, acting as a contact point for external agencies (including Local Authorities) and promoting the Service offer across GM. In addition, Provider(s) will work with people with lived experience of restricted eligibility, as well as Provider(s) in Lot 1, to develop and deliver training and advocacy aimed at wider system and policy change. |
