Description

Essex County Fire and Rescue Service (ECFRS) provide a response to a multitude of complex incidents that often require or would be enhanced by specialist skill sets/equipment. Two such incident types in which we often encounter difficulties are waste fires and fires within industrial/commercial/agricultural buildings. To enable ECFRS to effectively respond and resolve the aforementioned incident types, we require operational support anywhere across Essex 24 hours a day, 365 days a year in the form of Heavy Plant provision and specialist advice.

Total Quantity or Scope

Tenderers are referred to the full specification of requirement within the tender documents but in summary, the successful Contractor must be able to provide a Plant and Machinery Specialist Advisor to provide remote advice immediately by telephone or video call. The Specialist Advisor would then be required to attend the incident within 2 hours of a request being made to attend the site to offer specialist advice as to the suitable, available plant machinery that could support the tactical plan and provide accurate advice regarding the use of heavy plant to gain access/egress into a collapsed structure allowing safe firefighting operations to take place. The plant must be delivered to site within 4 hours of agreeing the appropriate plant, and if required and agreed, a second machine should be delivered within 24 hours. The Contractor is to provide an operator who would be required to operate the agreed machinery once delivered to site in line with all risk assessments. Attendance and supply of heavy plant could be requested anywhere in the county of Essex.
