Description

North of England Commissioning Support is a care system support organisation and is managing this procurement process for the provision of School Aged Immunisation Services (Including Flu) for and on behalf of NHS England North East & Yorkshire - North East & North Cumbria and NHS England West - Lancashire & South Cumbria (the Contracting Authorities). The Contracting Authorities are procuring a School Aged Immunisation Services (Including Flu) (SAIS) across 4 Lots as follows: Lot 1 - Cumbria (including North Cumbria and South Cumbria) Lot 2 - North (including Northumberland, North Tyneside, Newcastle, Gateshead) Lot 3 - Central (including Sunderland, South Tyneside, County Durham) Lot 4 - South (including Darlington, Stockton-on-Tees, Hartlepool, Middlesbrough, Redcar & Cleveland). NHS England West - Lancashire & South Cumbria is the responsible Contracting Authority for the South Cumbria area within Lot 1, however for the purpose of this procurement NHS England North East and Yorkshire will be managing this procurement on behalf of Lancashire and South Cumbria and therefore the lead Contracting Authority will be NHS England North East & Yorkshire - North East & North Cumbria. The Contracting Authorities plan for a contract commencement date of 01 September 2023 for an initial contract term of 5-years with the option to extend the contract for 2-years at the discretion of the Contracting Authorities and subject to satisfactory financial and contractual performance. The required services for this procurement are healthcare services falling within Schedule 3 of the Public Contracts Regulations 2015 (as amended by the Public Procurement (Amendment etc.) (EU Exit) Regulations 2020 No 1319) (PCR 2015). Schedule 3 services are not subject to the full regime of PCR 2015 but are instead governed by the Light-Touch Regime (LTR) Chapter 3, Section 7, Regulations 74 to 77 of PCR 2015. Neither the inclusion of a bidder selection stage, nor the use of any language or terms found in the PRC 2015, nor the description of the procedure voluntarily adopted by the Contracting Authorities ('Open', 'Restricted', 'Competitive Procedure with Negotiation', 'Competitive Dialogue', 'Innovation Partnership' or any other description), nor any other indication, shall be taken to mean that the Contracting Authorities intends to hold itself bound by PCR 2015, save by the provisions applicable to services coming within the scope of Schedule 3 of PCR 2015. The Contracting Authorities will run a transparent tender process, treating all bidders equally and will follow the basic principles of the Open Procedure (Regulation 27 of PCR 2015) to test the capacity, capability, technical and financial competence of bidders. Tender documentation will be available from 12:00 noon on 05 December 2022 and the closing time and date for tender returns is 12:00 noon on 09 January 2023.
