Description

The subject matter of this process relates to the delivery of services which are listed in Schedule 3 of the Public Contract Regulations. Oxfordshire County Council are commissioning and procuring an All-Age Support and Accommodation framework model. This will initially consist of 3 frameworks which sit under a virtual front door. This design incorporates the flexibility to add new Frameworks in response to any arising needs. In order to reduce the administrative burden on Providers, the Council intends to allow them to passport between Frameworks. This will mean that where there are consistent requirements, Providers will not need to resubmit information. They will only be expected to provide information specific to that Framework and to confirm that no other relevant details of their previous submission has changed. The frameworks will include both group and individual support and / or accommodation according to the service type and needs of those eligible for support. The provision will reflect Oxfordshire’s identified tiers of needs including; • promote and prevent • improve and enable • support and protect The first phase of this programme is the Live Well (Adults) Supported Services open Framework for provision of Supported Living Care Services for Adults, Adults with Complex Needs and Adults with Forensic Needs (16+). This Framework will be divided into three Lots: 1. Improve and Enable. 2. Support and Protect Complex Needs 3. Support and Protect Forensic Supervision and Support In order to be eligible to be evaluated to join the Framework under Lots 2 and 3, a provider must have successfully bid for Lot 1. The Council intends that all future Supported Living Services and re-procurement of existing services will be procured via this Open Framework. Providers must be enrolled onto the framework in order to receive any new referrals and deliver Supported Living packages to clients with assessed needs on behalf of the Council. Once established, the Framework will be reopened and kept open perpetually. The Council will evaluate any applications to join the Framework initially quarterly moving to six monthly (Please refer to the tender documents for full details). The Framework period will be ten years, anticipated to commence on Monday 3 April 2023.

Lot Division

1 Improve and Enable

Lot 1 - Improve and Enable. Lot 1 is for the provision of Live Well Support of Care, Support, Outreach and Supported Living services (hereafter referred to as “Supported Services”) to the Council. Supported Services can be accommodation based or solely related to the care and support a person requires. Accommodation based support provision can either be shared accommodation or self-contained clustered or individual accommodation. In all cases it can be designated as ‘Supported Exempt Accommodation’ as such housing benefit can be paid at an enhanced rate to cover the intensive housing management necessary to support people. Supported Service includes Outreach services. Supported Services include but are not limited to the following client types: • Mental Health • Learning Disabilities • Physical Disabilities including degenerative conditions, sensory impairment, and brain injury/neurological condition • Autism • People whose behaviour may challenge • Complex Needs • Forensic Needs Accommodation based support services adopts a person-centred and outcomes focused approach to secure and maintain a sustainable housing tenancy with the opportunity to maximise independence and potentially step down / move on as assessed. Non-accommodation-based support services will involve actively engaging people with social inclusion, maintaining or retaining their independence and potential thereby reducing the required level of input from the Supported Services. This will include Outreach, InReach, Community Support and other supported services as required. These Supported Services may not require registration with the Care Quality Commission as they may not provide personal care unless otherwise stated. However, people in receipt of Supported Services can receive support from CQC registered providers. Support Providers who provide personal care are required to be CQC registered and maintain a rating of ‘Good’ or ‘Outstanding.’ The Council is therefore seeking to commission Support Providers with experience and expertise in providing person-centred support to a person or groups of people who meet the eligibility criteria for service provision.

Lot 2 - Support and Protect Complex Needs. All Support Providers will need to gain a place and meet all requirements outlined on this specification for Lot 1 Improve and Enable and will have the option to gain a place to deliver support on Lot 2 Support and Protect – Complex Needs. This Lot is for specialist Support Providers who can evidence that they have the capability and competency to support individuals identified through Oxfordshire’s Dynamic Support Register (DSR) with complex needs. The people identified on the DSR with complex needs are at a higher risk of being admitted to hospital under the Mental Health Act if the right provision is not provided in the community due to a risk to themselves or others. The Council anticipate a person’s needs could be multi-faceted linked to a person’s communication and behaviour where a specialist integrated and holistic approach will be required providing proactive be-spoke support taking account of additional needs such as learning disability, autism, mental health, brain injury, drug and alcohol or issues.

Lot 3 - Support and Protect Forensic Supervision and Support. All Support Providers will need to gain a place and meet all requirements outlined on this specification for Lot 1 Tier of Need Improve and Enable and will have the option to gain a place to deliver support on Lot 3 Support and Protect – Forensic Supervision and Support. This Lot is for specialist Support Providers who can evidence that they have the capability and competency to support people identified as having a forensic history, pose a risk to the public and / or present with relational security risks, in addition to their other needs. People are identified through Oxfordshire’s Dynamic Support Register (DSR). Individuals are at a higher risk of admission to hospital under the Mental Health Act or contact with the criminal justice systems. Needs will be multifaceted and consistency in the support along with managing additional needs such as learning disability, mental health, autism and drug and alcohol consumption will be required. The principles of the recovery model are a central component of the Service. The Support Provider is expected to ensure the focus of all support is to build resilience, maximise independence, and to follow a strengths-based approach, which, rather than focusing on a diagnosis, focuses on the skills and abilities of a person and how and where they want to develop. Forensic supervision and support are based on a strong recovery-based ethos. This must include an understanding of the impact of historical trauma and subsequent risks. The purpose is to safely support Individuals who display behaviours that could result in them coming into contact with the criminal justice system or admission into secure hospital. In addition to the inclusion criteria set, people needing support will also: • Have a conviction for an offence; or • Have had an allegation of offending against them; or • Are or considered to be at significant risk of offending: or • Present a risk of serious harm to the public
