Description
The Financial Conduct Authority (FCA) is pleased to invite expressions of interest (EOI) to participate in preliminary market consultations, in accordance with Regulation 40 of The Public Contracts Regulations 2015. The FCA is looking for Supplier expertise and knowledge to refine requirements for the provision of services for Application Development, Application Maintenance and Modern Application Development including transformation services. The FCA currently has a Framework Agreement that is used to place call-off contracts for Application Development and Maintenance Services, as well as augmented services aligned to Modern Application Development. The FCA is seeking to contract by establishing a Framework Agreement with multiple partners who have demonstrable capability and expertise, that will support continued delivery of the technology change portfolio, maintain or improve the stability and performance of services; while helping the FCA in its ongoing DevOps, agile and transformation journey.
Lot Division
1 | Application Development Application Development Services are expected to cover the end-to-end lifecycle of iteratively designing, building, testing and deploying changes to existing applications, as well as the development and introduction of new applications. Application Development must prioritise delivery of business outcomes with the most value. Additionally, there should be a focus on continuous improvement in the delivery of change e.g. improvements to technologies, architecture, tooling and ways of working to support an appropriate scale and frequency of iterative changes for specific applications, as appropriate, to meet the needs of the business. The Service must work closely with Application Maintenance teams to regularly assess the operability of applications (explicitly designing for the operator experience) and validate Service readiness. Additional information: Services are intended to be delivered on sites in London and Leeds or off site in the UK. The FCA will allow certain specific services and outcomes to be delivered offshore and near shore. |
2 | Application Maintenance Application Maintenance Services are expected to cover the operational activity to ensure the stability and performance of applications. This includes relevant ITIL based processes e.g. availability management, capacity management, service continuity, license optimisation, incident and problem resolution (including out of hours support for high priority incidents), etc. The Service must work closely with Application Development teams to regularly assess the operability of applications (explicitly designing for reliability and the operator experience) and validate service readiness. Where appropriate, the Service should automate regular activities and strive for continual service transition. Additional information: Services are intended to be delivered on sites in London and Leeds or off site in the UK. The FCA will allow certain specific services and outcomes to be delivered offshore and near shore. |
3 | Modern Application Development The FCA is looking for DevOps Partners to build, maintain and operate applications within the FCA eco system, with Suppliers providing end to end ‘DevOps’ Services for specific platforms and products. The FCA is also looking for Partners to help build DevOps capability internally, providing Services to embed Modern Application Development technologies, practices and ways of working within the FCA. Additional information: Services are intended to be delivered on sites in London and Leeds or off site in the UK. The FCA will allow certain specific services and outcomes to be delivered offshore and near shore. |

The FCA is seeking to create a 4-year multiple Supplier Framework Agreement. Suppliers successfully appointed to the Framework Agreement will be engaged to provide specific Services through use of call-off contracts. The Lots and full scope of the Services will be subject to preliminary market consultation. The purpose of this PIN is to identify Suppliers who may be interested in partaking in supplier events, responding to an RFI and submitting a proposal for the requirement upon commencement of a procurement. ** PREVIEW NOTICE, please check Find a Tender for full details. ** The FCA is targeting hosting a Market Engagement virtual meeting in December (currently planned for *** 15th DECEMBER 2022 ***), and an in person Supplier Day in January 2023 to further inform the procurement approach. We will present our objectives and approach in more detail and provide Suppliers with the opportunity to ask questions. Interested parties MUST register and complete the registration information and signed NDA in the eProcurement portal (Delta) by *** 12.00 MIDDAY on WEDNESDAY 14th DECEMBER 2022 ***. The format and date of the event will then be confirmed with those registered Suppliers signing the NDA only. The FCA intends to commence procurement activities in early 2023. The award of the Framework Agreement is expected to take place in July/August 2023, with mini-competition activity expected to commence immediately following commencement of the Framework. Should the FCA choose to hold an Open Procurement Procedure this tender, a detailed Contract Notice shall be released in order to notify the market.
