Description

Amendment of a call off contract entered into under a competition for production and media services (carried out in connection with the framework agreement (RM3796)) which concluded on/around December 2021 with Identity Holdings Limited (found https://www.contractsfinder.service.gov.uk/notice/349e2a66-85a0-4e0b-a0ac-b3223d...). This amendment allows for the provision of services in relation to events due to take place in 2023.

Total Quantity or Scope

The Foreign, Commonwealth and Development Office (hereafter "the FCDO", "the Client") sought to procure services of a production and media activities provider (hereafter "the Agency") for the G7 Leaders' Summit ("Summit") and other major events hosted. The original procurement was carried out in connection with the framework agreement (RM3796) and a contract (up the value of £19.9m) was concluded with Identify Holdings Limited in 2021 (details of which can be found https://www.contractsfinder.service.gov.uk/notice/349e2a66-85a0-4e0b-a0ac-b3223d...) This amendment allows for the provision of services in calendar year 2023 for statements of work (SoWs) that will conclude after the contract expiry date of 21st March 2023.

** PREVIEW NOTICE, please check Find a Tender for full details. ** Amendment to a contract in accordance with regulation 72(1)(e) in that the modifications are not substantial. FCDO wishes to amend this contract to allow for the continuation of SoWs under this contract in relation to events taking place beyond the expiry date of 21 March 2023. The SoW’s in question will commence before the 21st March 2023 but will finish after 21st March 2023. The contract terms will be amended to permit the continuation of SoWs beyond the expiry date of the contract. Further statements of work (up to the value of £6m dependant on HMG confirmation of pipeline) will be entered into in relation to one or a number of upcoming events. While FCDO is replacing this contract in the medium term such other procurement will not conclude in time to allow for the provision of services under such new procurement. The additional number of SoWs required is not yet finalised but will include ‘Ukraine Recovery Conference’ and possibly one or more of the events listed below: Ukraine Recovery Conference - June 2023 The aim of the conference is to improve and progress reform and recovery assistance to Ukraine. The conference will be across two days. Some elements will have a VIP focus and some will involve external participants. Commonwealth Event - May 2023 (TBC) Some form of Commonwealth event, in close collaboration with the Commonwealth Secretariat. The event will likely either take the form of a banquet or a ‘retreat style’ one day meeting. UK-GCC Summit - May 2023 (TBC) This summit would replace the meeting originally proposed for September 2022 which was cancelled due to the Conservative Party leadership election. The UK would look to host a meeting of the Gulf Cooperation Council (GCC) in London. FCDO considers that: • the nature of the services subject to the modification would not be materially different from what is currently purchased (i.e. provision of production and media services); • the inclusion of such additional events during the tender stage would not have allowed for the admission of other candidates than those initially selected, allowed for the acceptance of a tender other than that originally accepted, or attracted additional participants in the procurement procedure given the manner in which the original tender was evaluated; • the modification does not change the economic balance of the contract or the framework agreement in favour of the contractor in a manner which was not provided for in the initial contract or framework agreement given there is not change to the pricing using to calculate costs; • the modification does not extend the scope of the contract considerably given that the extension allows for the continuation of SoWs which will be entered into before the contract expiry; and • the identity of the contractor has not changed.
