Description
The Domestic Abuse Act 2021 (the Act) received Royal Assent on 29th April 2021. The Act placed a statutory duty on the Council relating to the provision of support to victims of domestic abuse and their children residing within relevant safe accommodation. The overarching aims of the Act are to: Protect and support victims Transform the justice process Improve performance across agencies Promote awareness We are running a single stage open competitive tender process to procure supplier/s to provide support for victims of domestic abuse, including their children who reside in domestic abuse safe accommodation in Essex, for 5 Lots. Each Lot will be for a term of 12 months from the 1st April 2023 to 31st March 2024 with the option to extend for a further 12 months (a maximum contract duration of 2 years) at a total maximum cost of £648,000 for the 5 Lots over the initial 12 month term.

1 | Single women
Type of accommodation that support will be provided in - Dispersed. At any one time a minimum of 4 adult service users to be supported whilst residing in the accommodation. |
2 | Women (and their children where needed)
Type of accommodation that support will be provided in - Refuge or dispersed or combination of both. At any one time a minimum of 8 adult service users and where needed their child/ren to be supported whilst residing in the accommodation. *up to 50% of service users to include women regarding their immigration status – limited leave to remain under DV concession |
3 | Women with multiple disadvantage** (and their children where needed)
Type of accommodation that support will be provided in - Refuge or dispersed or combination of both. At any one time a minimum of 10 adult service users and where needed their child/ren to be supported whilst residing in the safe accommodation. ** examples of multiple disadvantages include needs regarding substance misuse, mental health, involvement in criminal justice system, homeless, removal of children etc |
4 | Single women and women with children
Type of accommodation that support will be provided in - Refuge or dispersed or combination of both. At any one time a minimum of 14 adult service users and where needed their child/ren to be supported in the providers safe accommodation To include support for older children that can’t be accommodated in refuge. |
5 | Single women and women with children and/or Single men and men with children
Type of accommodation that support will be provided in - Combination of refuge and dispersed. At any one time a minimum of 18 adult service users and where needed their child/ren to be supported in the providers safe accommodation. To include support for older children that can’t be accommodated in refuge. |
