Description

Crown Estate Scotland is seeking to appoint a suitably qualified and experienced consultancy to support the Delivery Phase of Crown Estate Scotland’s new offshore wind (OSW) leasing round (“INTOG”), aimed at innovation projects (IN, capacity <100 MW) and projects designed to decarbonise oil and gas infrastructure (Targeted Oil and Gas, TOG). Contracted resource is required to support the delivery of this activity. The resource is required from September 2022 until April 2023.

Total Quantity or Scope

Crown Estate Scotland intends to award INTOG exclusivity agreements in the first quarter of 2023. The “Developers Apply” and “Evaluation” activities highlighted in the ITT Document are the focus of this procurement activity. The dates and timeframes presented for activities that have not yet taken place are approximate and only included for the purposes of the procurement. The work in this ITT is focussed on the evaluation of the INTOG leasing round as defined by the process set out by Crown Estate Scotland. The specific activities and resource requirement are provided in a table in the ITT. Please note that the “Anticipated Resource” may differ from the actual resource required and that these figures will be used for evaluation purposes.

Renewal Options

There are a number of dependencies/uncertainties outwith the direct control of Crown Estate Scotland which may result in changes to this timetable and the expected duration. These include Marine Scotland planning decisions and Scottish Ministers approvals. In the event of a delay as a direct result of any of the above impacting on projected INTOG timelines we would look to move to a retainer model until work specific to the project could resume. Tenderers should outline an acceptable process to accommodate this as part of the submission on their approach.
