Description

The Science and Technology Facilities Council (STFC), which is part of UK Research and Innovation (UKRI) require up to thirty Electric Vehicle Charging Units to be supplied and installed at Rutherford Appleton Laboratory, Harwell Campus, Oxfordshire, UK. The units be supplied, installed, and commissioned by a successfully nominated supplier.

Total Quantity or Scope

The current provision includes 10 EV dual point charging units which have been in place for three years and are located at the Reception Building R75 and Avon Road. STFC is looking to expand its provision of Electric Vehicle Charging through installation of up to 30 units. New charging units will be used by visitors, staff and site occupants driving their own vehicles. These locations include: Up to 24 units at the External Solar Car Port Parking at Avon Road and South Car Park, where there is pre-wired supply and infrastructure in place. 4 units at the main Visitor Car Park that would require a new infrastructure put in place including upgrade of existing feeder pillar and its associated power supply. 1 unit at R75 Visitor Car Park, and 1 unit, to be confirmed, at STFC's the Cosener's House 5-16 Abbey Close, Abingdon, OX14 3JD. Further details of location and scope will be provided at the supplier event and the invitation to tender pack. The successful supplier will provide new electrical distribution equipment within existing GRP enclosures to feed existing cabling. Any new distribution equipment meet with STFC’s Approved Manufacturers, details of which will be provided in the tender pack. Due to limitation of site power network capacity at STFC, the supplier will make provision for load shedding infrastructure within their proposal to limit the usage of EV chargers and their impact onthe grid. The key features of this requirement include reliability, future-proof technology, and to create a first impression of a world class workplace. The units must be software agnostic and user-friendly. STFC’s key consideration and objectives includes securing market and product awareness and insight of: • Financial models available. There is however a preference for client owned and purchased assets. • How STFC can best meet the recently released PAS 1889 EV charging accessibility design standards • Availability of software platforms which provide STFC with ability to control and approve use, identifying users identifies and locations. • Products that enable STFC to maintain its charging policy and pricing to support good practice and behaviour. • User platforms that provide ease of access. • Service and maintainability – parts and warranties – how suppliers’ supply chains support a responsive and proactive service. • Cost efficiency and affordability overall including percentage fee applied to revenue recovery from user charging. Supplier Event: This Prior Information Notice is being issued to undertake a market consultation of requirements detailed above. STFC will host a Supplier Event on Monday 30th January at 11:30am to present the aims and requirements of the project and the procurement process. There is opportunity to raise questions and STFC will request post event feedback. This event is a Webinar via Zoom and is expected to last 1 hour. Please send this email no later than Friday 20th January. Joining instructions will be sent out on Wednesday 25th January. Attendance is to be maximum 2 people. The event is a non-competitive dialogue to enable STFC to develop the Specification. All information that is shared at the Supplier Event will be made available to all suppliers who wish to make a bid. Please note, the deadline date referenced in this notice is not the deadline for submission of tenders. This deadline date is for expressing an interest to attend the Supplier Event. All dates for the tender timetable will be provided in a Contract Notice after the Supplier Event. Date of Dispatch of this Notice: 16th December 2022. Additional information: Technical Considerations: All charging stations will need to have power requirement of no more than 7kW SPN. Each charging station shall be compliant to the following: • Type 2 socket • IP 54 rated • IK 10 rated
