Description

Swindon Borough Council (SBC) wishes to submit to tender the requirements for the provision of a substance use disorder (SUDO) adult treatment service in Swindon. The aims and objectives is to procure services for the provision of an integrated highly accessible adult substance use disorder treatment system, that meets the needs of the residents of Swindon. The new contract is required to provide a case-management system, with an agreement for commissioners to have viewer/ download access rights. The SUDO contract will commence on 01/04/2023. The initial contract period will be for six years, core base line funding of £10,896,000.00 with the option of two extensions (2+2 years), up to a maximum of ten years contract duration length. The extension value base for the 4 year period is £7,264,000.00. In addition to the core grant funding, there is supplementary grant funding subject to treasury approval, pursuant to the next government spending review 2024. There is also annual funding from Wiltshire and Swindon office of the police and crime commissioner community safety fund grant included in this contract.

Total Quantity or Scope

The aims and objectives are to procure services for the provision of an integrated highly accessible adult substance use disorder treatment system, that meets the needs of the residents of Swindon. Unlike in the current contract where Swindon retains a collaborative agreement, the local authority will be a signatory/ party to the contract, enabling autonomy of decision-making as well as enforcement of contract terms in its own capacity. Another key difference is that in the new contract, the tenderer will their own industry-standard case-management system, with an agreement for commissioners to have viewer/ download access rights. The SUDO contract, which is issued under one lot, will commence on 01/04/2023. The initial contract period will be for six years, with the option of two extensions (2+2 years), up to a maximum of ten years. In addition to the core grant funding, there is supplementary grant funding subject to treasury approval, pursuant to the next government spending review 2024. There is also annual funding from Wiltshire and Swindon office of the police and crime commissioner community safety fund grant included in this contract. The initial contract term will be for 72 months with an option to extend for a further 48 months (2 periods of 24 months) for a potential total contract term of 10 years as stated in the ITT documents. Estimated contract spend is between £10,896,000.00 and £12,889,824.00 across the initial 6-year contract term and between £18,160,000.00 and £21,538,192.00 across the potential total 10-year contract term.
