Description

Norfolk County Council Children's Services wish to re-open the Framework Agreement for the provision of Family Support, Assessment and Therapy services. Key services/provision areas in scope are detailed in the service specification, but we would expect Providers to be adaptable and flexible to develop services/provisions as required throughout the lifetime of the Framework. This is the first reopening of the framework.

Lot Division

1 Family Support

Lot 1 covers family support with services required under this lot as follows: family support, home based family support, community-based support, therapeutic support, intensive parenting & domestic support, family support for children with additional needs, support for parenting teenagers, non-violent resistance, practical living support, independent living skills, personal care, positive activities, respite care, short breaks, child minding. 2 Emergency Family Support

Lot 2 covers emergency family support with services required under this lot as follows: urgent response family support, 24/7 family support, emergency/crisis support. Full details of the requirements under Lot 2 can be found in the procurement documents.

3 Independent Social Work

Lot 3 covers independent social work with services required under this lot as follows: community based assessment, assessed parental contact, psychological assessment, family group conference, care proceedings, report writing (section 7, 29, 37, form f), viability assessment, special guardianship order, life story, child permanence report, later in life letter. 4 Assessment

Lot 4 covers assessment with services required under this lot as follows: psychological assessments - all kinds, court-directed psychological assessments, cognitive assessment, mental capacity assessments, pre-birth assessment, forensic risk assessment, protective carers assessment, parenting assessment, parenting assessment for learning disabilities (e.g. PAMS or alternative software), attachment assessment, foetal alcohol syndrome assessment, sexualised behaviour assessment, AIMS assessment, sensory integration assessment (e.g. NMT), SALT assessment, autism assessment, ADD or ADHD assessment, psychiatric assessment, paediatric assessment, any other assessment. 5 Therapy

Lot 5 covers therapy with services required under this lot as follows: psychological therapy, creative arts & nature-based therapies, integration therapy, therapy consultations, play therapy, filial therapy, VIG practitioner, Theraplay (between 20-28 sessions typically), Dyadic Developmental Psychotherapy (DPP), therapeutic parenting, systemic family or network therapy, direct child psychotherapy, narrative therapy, sleep counselling, sensory therapy, cognitive analytical therapy, Eye Movement Desensitisation and Reprocessing Therapy (EMDR), CBT, DBT, mentoring/child sexual exploitation, sexual abuse therapy, sexualised behaviour therapy, therapy for sexually harmful behaviours, other therapeutic services. 6 Other

** PREVIEW NOTICE, please check Find a Tender for full details. ** The framework duration given in section II.2.7 is the maximum possible length for this framework agreement. The initial term of the framework agreement will be 48 months commencing on 1st April 2023. The Council reserves the right to extend the framework agreement beyond the initial term by an additional 48 months in two periods of 24 months. The maximum number of framework providers given in section IV.1.3 is an estimate. There is no limit on the number of providers that will be appointed to the framework agreement. This Framework is being let under Regulations 74 to 77 of the Public Contract Regulations 2015 (Light Touch Regime), under which the Council has flexibility as to the process or procedure to be used when purchasing certain services of which this is one. In this instance, the Council is establishing a framework agreement with multiple suppliers that will set out the terms and conditions for making specific purchases (call –offs). The framework agreement differs from those let under the non-light touch regime in that the Council, exercising its flexibility, may periodically open the framework for new applicants. This procurement will be managed electronically via the Council`s e-procurement system.
