Description

The continued development of a Dynamic Purchasing System for the participating Councils passenger transport requirements including local bus services. Newport City Council (NCC) is inviting tenders initially on behalf of Newport City Council, Monmouthshire County Council (MCC) and Torfaen County Borough Council (TCBC) from suitably licenced and experienced contractors to join the existing Dynamic Purchasing System (DPS) for the provision of passenger transport services as detailed in the tender documents; these services being for taxi, minibus, coach and local bus service provision. The DPS is utilised mainly to secure transport for transporting children to and from school, for transporting children and adults within the social care system, and for securing local bus services for the public.

Renewal Options

Note - whilst the above duration states 60 months, the DPS will be utilised by the Contracting Authorities until it is deemed to no longer offer a suitable solution to procure passenger transport requirements. Therefore the DPS may run for longer than 60 months.

Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are: Social value measures in procurement and contracts are currently being implemented in NCC, and going forward successful suppliers may be asked to report on social value delivery against contracts awarded through this DPS. This requirement also includes a commitment to work with NCC to look at measures to reduce the carbon impact of providing passenger transport services across the City and local area. This may include such elements as Carbon Reduction Plans, and measures to assist the drive to carbon Net Zero in Wales.
