Description

This is a call for expressions of interest to attend an Engagement Event for NHS Lancashire and South Cumbria ICB's Community Dermatology Service. There are currently multiple incumbent providers delivering community dermatology in Lancashire and South Cumbria: one provider delivering the service to Fylde Coast, Central Lancashire and Pennine Lancashire patients; 3 providers delivering a community GP with Extended Role (GP with ER) dermatology service for Morecambe Bay; West Lancashire do not currently have a commissioned service within their geography, however a limited number of GP practices offer minor surgical services through Directed Enhanced Services. The existing provision includes children under 16yrs of age in Morecambe Bay, Central Lancashire and Pennine, with the exception of surgical procedures which must be referred to Secondary Care. In order to harmonise contract cycles, all contracts have been extended with a termination date of 31st October 2023 to enable a procurement exercise to be run across the system based on a common service specification. The service being procured will provide a One-Stop Community Dermatology service that ensures that patients within the Lancashire and South Cumbria ICB population are offered a single point of referral for their non-skin cancer or low risk skin cancer (BCC) conditions. The service will work to reduce inappropriate referrals into secondary care and to deliver the management of the defined skin conditions in a community setting. The service will provide an integrated model of dermatology service provision for Lancashire and South Cumbria, facilitating communication and strengthening clinical governance between service providers. The service will support ICB driven innovation in practices, such as Tele dermatology and Digital Triage capabilities, evolving services within contract for the benefit of our service users. As part of this procurement process, the Authority is intending to identify one provider to deliver a Community Dermatology Service across the whole Lancashire and South Cumbria ICB. The contract will be for 2 years with a possible 1 year extension. The estimated contract value will be £15,076,592. Further to standardising care, the ICB Commissioning Team continue to review the variation in provision for children with the existing services, as such the future provider may asked to open up referrals to children under 16yrs of age for non-surgical care in those areas where the service is not currently offered. At this stage this is an engagement exercise only and not a call for competition. The procurement for this service will be advertised separately. NHS Midlands and Lancashire CSU is conducting this exercise on behalf of the Commissioners.
