Description
Nottingham City Council is seeking tenders from sufficiently experienced and qualified providers to establish a multiple provider framework for Community Based Support (CBS)and Accommodation Based Services (ABS) for homeless people (and those at risk of homelessness). Both ABS and CBS services will include (but not limited to) the following: • Single people aged 16+ • Families • People with protected characteristics • Rough Sleepers • People from abroad • People discharged from hospital • People leaving prison • Care leavers • Survivors of domestic abuse • Individuals with specialist needs • Individuals who have/are experiencing Severe and Multiple Disadvantage (SMD) Services have been classified into Lots, each with an additional specification outlining further detailed requirements. Providers will apply to be registered on the procurement framework against the Lot(s) of their choice. ABS and CBS Services will then be called off from the Lots with exacting details.
Lot Division
1 | Supported Accommodation for Homeless Individuals Provision of emergency, direct-access short-term supported accommodation for homeless individuals (and couples without dependent children) who are rough sleeping (or at risk). |
2 | Transition Services for Homeless People from Abroad The provision of emergency, direct-access, short-term accommodation with support for people from abroad (single people without dependent children) who are rough sleeping (or at risk). The accommodation with onsite support will be provided for a limited time to bridge an interim period of need pending assessment and entitlement to rights to reside and/or recourse to public funding. Support will be provided to access specialist services that may be able to assist with the assessment and establishment of rights and/or recourse. These services include (but not exclusively) legal, employment and welfare advice. Once an individual is able to access public funds or can self-sustain through employment, the service will assist with move on into alternative shared housing in the Private Rented Sector (PRS). |
3 | Temporary Accommodation for Homeless Households The provision of emergency, direct-access short-term Temporary Accommodation for homeless households including: a) individuals and couples without dependent children b) pregnant females (individually or with their partner) c) single or dual parent households with dependent children d) families with non-dependent children |
4 | Prevention and Assessment Hub The provision of emergency, direct-access accommodation for homeless individuals (and couples without dependent children) who are rough sleeping (or at risk). The service will provide shelter whilst simultaneously facilitating access to assessment to determine the most appropriate housing pathway and support. |
5 | Outreach, Navigation and Engagement Services for Homeless Households The provision of Outreach, Navigation and Engagement services for homeless households. These are intensive support services provided on an outreach and in-reach basis to homeless households (or those at risk of homelessness) who are all or either of the following: a) rough sleeping or not in stable/settled accommodation b) not currently connected with services and require assessment/support c) not currently engaging with assessment processes and/or support services d) with histories of disengaging with services e) connected/engaging but require a consistent source of additional support to help manage multiple service input |
6 | Prevention and Resettlement Services for Homeless Households (or those at risk) The provision of Prevention and Resettlement services for Homeless Households. Prevention and Resettlement Services are also known as Independent Living Services. They provide housing related (i.e. tenancy sustainment / attainment) support services for people who: a) are currently homeless, need support finding accommodation and/or support to move in / settle into a new tenancy b) are currently accommodated but at risk of homelessness (as a result of likely eviction without intervention) c) recently or currently accommodated but in need of ongoing housing related support and coordination of wraparound specialist support to maximise tenancy sustainment |
7 | Youth Homelessness Prevention Services The provision of Community Based Support Youth Homelessness Prevention Services to include: a) Homelessness education, information and resources (including delivering sessions in mainstream schools, pupil referral units, for young people in contact with youth offending services and approaching leaving care) b) Mediation with family c) Support to return home / move on whilst in respite arrangements d) Planned moves into own home (accommodation finding) e) Life skills / tenancy training courses f) Tenancy support The services within this Lot will generally define a young person/youth to be aged between 16-24 years. The Unique Service Specification will outline the exact age bracket qualifying for a particular service, including any permitted extensions. |
8 | Employment Placement and Support for Homeless Households (or those at risk) The provision of Employment Placement and Support services for Homeless Households (or those at risk). Whilst there are a number of homeless people whose complexity of needs and circumstances mean that they are not ready to be part of the labour force, there are many others who are capable of working and for whom the personal and economic benefits of employment would help to resolve or prevent their homelessness situation. Employment Placement and Support Services help to connect people with paid work and support them to maximise this opportunity as a route out of homelessness or away from the risk of homelessness. |
9 | Vulnerable Renters Support Services Notice or eviction from a Private Rented Sector tenancy is one of the most common reasons households approach Nottingham City Council as homeless (or threatened with homelessness). Whilst a Section 21 notice does not currently require a landlord to give a reason they are ending the tenancy, there is anecdotal evidence to suggest that issues with receiving regular payments at the set rental charge and the build-up of rent arrears is often a contributing factor. The availability of affordable housing in the Private Rented Sector is limited in the city with competing demand from a cross-section of society driving prices up and low levels of Local Housing Allowance despite market rates increasing at a faster pace in Nottingham than most other areas of the country. It is important that tenants of the Private Rented Sector are supported to afford to maintain their housing as rehousing options will be challenging. This specification sets out the requirements for the provision of Vulnerable Renters Support Services. These services are primarily for low income (including benefit dependent / reliant) households in the Private Rented Sector who are experiencing affordability issues in their tenancy and may be at risk of eviction as a result. |
