Description
The WHP will be DWP’s new contracted employment provision that will help persons who have a disability, the long term unemployed and specified disadvantaged groups to find sustained work. The WHP will target those who are most likely to benefit from the additional support of the programme and will: • provide additional support that is distinct and additional to that available through Jobcentre Plus; • predominantly remunerate suppliers on a Payment by Results basis in order to drive sustained employment outcomes; and • support current and future local plans for service integration for individuals who have multiple barriers to work and/or have a disability. DWP agreed, through the Government’s Devolution Deal and City Deal process, to work with a number of combined authorities/city regions to ensure local priorities influence the design and delivery of WHP by co-designing the programme with those areas.

Legal Justification
The contract notice published on 3/11/2017 at https://ted.europa.eu/TED/notice/udl?uri=TED:NOTICE:438821-2017:TEXT:EN:HTMLrefl... the initial contract value of £397,522,342 for the first 5 years of the WHP contract.The contract notice did not take into account: 1. the expansion of WHP by way of the JETS support provision. This expansion was entered into as a result of the Covid-19 pandemic and the modification notice in respect of it was published on 22/10/2020 via OJEU under the CV06 JETS Expansion. CPA1 - 2020/S 209-511872, CPA 2 - 2020/S 209-511875, CPA3 - 2020/S 209-511878, CPA 4 -2020/S 209-511871, CPA 5 - 2020/S 209-511874, CPA 6 - 2020/S 209-511876. 2. a 1 year extension of the JETS support provision due to the continuation of the Covid-19 pandemic; and 3. the two year extension of the programme as provided for in the WHP contracts, which results in an estimated total contract value across all 6 contract package areas of £794,744,679.
