Description

The Police Ombudsman for Northern Ireland’s website is a vital means by which it makes information available to the public, police and a range of stakeholders. This information includes investigative reports, case summaries, press releases, publications, videos, statistics, an online complaints form and other information. The overall aim of this contract is in support of the Police Ombudsman for Northern Ireland’s commitment to raising public, police and stakeholder awareness and confidence in its work through the provision of timely, accurate and easily accessible information, and the ability to make a complaint online. The Police Ombudsman’s Office (the Office) is committed to openness and transparency, subject to the legal parameters within which it operates. The Office is seeking to appoint a contractor to design, develop, support, maintain and host a dedicated website, as well as administration facilities to allow Police Ombudsman staff to maintain and update the site. The site CMS must, in addition, provide a means by which the site may be optimised for search engines, and must provide for the bulk distribution of emails to editable contacts lists (e.g. press releases to media contacts). Schedule. Contractors not delivering on contract requirements is a serious matter. It means the public purse is not getting what it is. paying for. If a contractor fails to reach satisfactory levels of contract performance they will be given a specified time to improve. If, after. the specified time, they still fail to reach satisfactory levels of contract performance, the matter will be escalated to senior management in. CPD for further action. If this occurs and their performance still does not improve to satisfactory levels within the specified period, it may. be regarded as an act of grave professional misconduct and they may be issued with a Certificate of Unsatisfactory Performance and the.. contract may be terminated. The issue of a Certificate of Unsatisfactory Performance will result in the contractor being excluded from all. procurement competitions being undertaken by Centres of Procurement Expertise on behalf of bodies covered by the Northern Ireland. Procurement Policy for a period of twelve months from the date of issue of the certificate.
