Description

The London Borough of Enfield ('the Council') is undertaking a pre-procurement market engagement/discovery exercise to gather market intelligence and views regarding setting up a Measured Term Contract (MTC) for General Building Repairs, Maintenance and Minor Works for non-housing properties, for works valued at up to £150,000 (per scheme). The Council wish to appoint a single provider to undertake General Building Repairs, Responsive Maintenance and Minor Building Works for works up to the maximum value of £150,000 under an MTC using the JCT MTC 2016 Form of Contract with an estimated value of approximately £3,5000,000 per annum. The works envisaged to be included are made up of building fabric repairs and responsive maintenance and M&E repairs. The scope also provides for minor works, inclusive of building fabric and M&E works, programmes up to a works value band, set at £150,000,for non-housing properties. The purpose of this Notice is to carry out market testing on the proposed contract and to alert the market to this opportunity. The intention of this initial engagement phase is to help inform the Council's options and further decision making. The Council reserves the right to hold one to one meetings with providers following the submission of a questionnaire to clarify responses. Interested providers are invited to complete a Soft Market Test (SMT) Questionnaire and upload it to www.londontenders.org by no later than 13:00 hours on 14 March 2023. Pricing to be based on National Schedule of Rates. Contract duration to be 2 years with 2 possible extension of 2 years each. With the extensions, the maximum possible contract duration is 6 years. For the avoidance of doubt, this Notice is intended as an awareness/information gathering exercise only and is not a call for competition, is not a pre-qualification process and is not the start of a formal procurement exercise. Participation or non-participation in this pre-procurement market engagement/discovery exercise shall not prevent any potential provider participating in, nor shall it place any potential provider at an advantage in any future procurement opportunity. Any future procurement opportunity could be published this year (2023). However, this timeframe is indicative only and the Council reserves the right to reschedule any forthcoming publication at any time. All costs, expenses and liabilities incurred by any providers in connection with the preparation and/or submission of a response and / or in discussion with the Council shall be borne by that provider.
