Description

The purpose of the Inpatient Assessment and Treatment service is to provide comprehensive, intensive, and responsive inpatient assessment and treatment for adults with a learning disability who have challenging behaviour and/or mental health needs within the least restrictive environment possible. The service aims to assist Service Users in their recovery by involving them in all aspects of their care and treatment in a format that they can understand and to return them to the community as quickly as possible. The service will also: • Provide specialist assessment and /or treatment which is planned and reviewed with the service user, their family, and carers to assist with their recovery.• Develop comprehensive individual health assessment with the service user, involving carers and involved health professionals.• Promote person centred and recovery focused care and treatment plans based on individual needs and provide services which are flexible and responsive to gender, ethnicity, cultural, religious, physical, and sensory needs.• Provide advice and recommendations to the community teams, carers, other agencies regarding transfer of care needs including section 117 aftercare where appropriate.• Provide a joined-up service, working together with the community teams, sharing information with others as and when appropriate, and in line with Trust Policies and relevant inter-agency policies.

Total Quantity or Scope

Expression of Interest - The service is a Schedule 3 Service and is being procured under the Light Touch Regime (LTR)of the Public Contract Regulations 2015. This notice is a Prior Information Notice under the permitted procedure for social and other specific services, as provided for in the Public Contracts Regulations 2015 - Regulation 48. In accordance with Regulation 32(b)(ii) of the Regulations, interested parties should note that the contract for the services may be awarded without further publication and interested parties should express their interest in writing by following the instructions in this document and responding to all questions accordingly.Providers will be required to respond to a series of questions which are scored on a "Pass/Fail"basis. The service will provide short/ medium term Inpatient, assessment & treatment services for adults with learning disabilities who meet the eligibility criteria and ensure • that periods as inpatients are focussed on achieving timely discharges within as short a timescale as is appropriate• that by working in partnership with community services, community interventions are available to achieve effective discharges and reduce the likelihood readmission.The A&T service will ensure that if, following assessment, admission to specialist mental health and learning disabilities (i.e., low/medium secure provision) is considered necessary, this will be in accordance with the NHS England (Midland and East) Access to Secure Services Policy.
