Total Quantity or Scope
The contract will commence on 01 April 2023 for an initial period of three years with the option to extend for a further 12 months at the sole discretion of the Isle of Wight Council. This would mean a potential end date of 31 March 2027 if the extension provision was used.

Legal Justification
The Isle of Wight Council owns the licenses to use Capita's Education Management System (EMS) and to enable the Council to continue use of the licenses we need to have a Support and Maintenance contract in place. The only supplier capable of providing this requirement is Capita, as any other supplier used for the provision of the support and maintenance would invalidate the licenses. The Isle of Wight Council intends to direct award the contract for the Support and Maintenance of the Education Management System for the Isle of Wight Council under the KCS Procurement Services framework Y20023 (The Provision of Managed Services for Business Solutions). The Isle of Wight Council meets the criteria against which to direct award under the KCS Procurement Services framework Y20023, which includes continuity of existing goods/services from an awarded supplier, goods/services required are unique/exclusive to one manufacturer/supplier, the supplier is able to supply the required goods/services within the customers timescales and the customer is satisfied that, following their own due diligence, they can identify the supplier that offers best value for their requirement. The Isle of Wight Council will be observing a 10-day standstill period which will end at midnight on 27th March 2023.
