Description

This is a Voluntary Ex-Ante Transparency Notice and is intended to provide notice of the Contracting Authority's intention to award a contract for various community services as described in this notice to its incumbent provider, Hertfordshire Community NHS Trust (HCT), to continue to provide the services within the Hertfordshire area.

Total Quantity or Scope

Some services described in this Notice have been historically provided by HCT but under separate contractual arrangements held by the East & North Herts Clinical Commissioning Groups and Herts Valleys Clinical Commissioning Group. The Hertfordshire and West Essex Integrated Care Board (HWE ICB) was established on 1st April 2022, replacing the Clinical Commissioning Groups as the Contracting Authority. As a result, these contracts will now be subsumed into a single contract commissioned by the HWE ICB. The scope of services, include a range of Community Services covering both Adults and Children. These services are described fully within the service specification and are not listed individually within this notice due to the limitations of the word count within the notice. If a supplier would like to understand the full scope of services this can be requested from the Authority. The new contract proposed will be for a period of 12 months with the option to extend for a further 12 months. The new contract will start on 1st April 2023 and will end on 31st March 2024 with the option to extend from 1st April 2024 to 31st March 2025. This is with the exception of the Enhanced Health in Care Homes provision which will be for a period of 6 months from 1st April 2024 to 30th September 2024. The previous cumulative value of these contracts since they started is £822,695,817 (excluding VAT and not including the value of this new contract). The value of this contract excluding the extension is £58,713,119, increasing to £117,426,238 if extended by a further 12 months. The figure reflected in this notice is the total contract value including the option to extend by a further 12 months. Additional information: In line with best practice, the Authority will apply a voluntary 10-day standstill period from the publication date of this notice before awarding the contract, pursuant to Regulation 99 (3) of the Public Contract Regulations 2015 (as amended (EU Exit) 2020 etc.)

Legal Justification

The Hertfordshire and West Essex Integrated Care Board (HWE ICB) became a legal entity on 1st July 2022, replacing the previous Hertfordshire and West Essex Clinical Commissioning Groups. The organisation is in its early stages and is forming its commissioning and procurement strategies. It is the intention of the HWE ICB to undertake a full commissioning review of its services across the area. To procure services at this stage would risk destabilisation and misalignment to the wider strategy. This short-term extension will allow the HWE ICB time to ensure that a robust strategic review is undertaken which will inform the longer-term decision on how these services will be delivered in future for the benefit of our patients, and avoid unnecessary costs.
