Description

The Council and Barnsley Integrated Care Board is looking to appoint a Housing Provider to deliver and manage a new build housing scheme for specialist-supported living. It will be designed initially for the purposes of providing long-term accommodation for three individuals (from Barnsley) with a learning disability or autism and thereafter must continue to be used as specialist accomodation. The delivery of the scheme will be reliant on the Housing Provider appointed securing capital funding from NHS England Capital for the build. The process for obtaining the funding must see the funding secured by March 2024, with the build completed by March 2025. The Housing Provider will be required to enter into a long term lease agreement with the Council for the provision of housing management of the properties.

Total Quantity or Scope

The Council and Barnsley Integrated Care Board is looking to appoint a Housing Provider to deliver and manage a new build housing scheme for specialist-supported living. It will be designed initially for the purposes of providing long-term accommodation for three specific individuals (from Barnsley) with a learning disability or autism and thereafter must continue to be used as specialist accommodation. It will be the responsibility of the Housing Provider to obtain the necessary funding from NHS England Capital and to design and build the scheme to meet the Council’s requirements and once built act as landlord for the properties and site as a whole, managing and maintaining the site for the use of the tenants. The estimated value in II.2.6 is based on the estimated capital build costs of the scheme. The Housing Provider will be responsible for recouping those costs by obtaining the funding referred to above and/or through the rental income on the properties. The Council’s financial contribution will be the value of the land to be used for the development. The Housing Provider will be required to enter into a long lease of the site with the Council and if successful in obtaining funding from NHS England Capital allow a legal charge to be applied to the site to ensure continued use for specialist accommodation.
