The objective of this Preliminary Market Consultation (PMC) is to share with the market North East Lincolnshire Council's (the Authority's) ideas for providing domestic abuse services to adults and children, to gather feedback on these ideas and also to seek ideas about opportunities and innovation in the market.

1 | Support for Victims in Refuge Support for victims in Refuge Provision of support for female victims of domestic abuse within Refuge accommodation. The objective of this Preliminary Market Consultation (PMC) is to share with the market the Authority's ideas, to gather feedback on these ideas and also to seek ideas about opportunities and innovation in the market. PMC allows local authorities and other contracting authorities in the public sector to engage with a market. PMC is designed to encourage the commercial and voluntary sectors to engage with the development process before a procurement is released. This is the market's opportunity to express its views, outline market developments and generally influence how solutions to the Authority's needs might be met. There is nothing for the Authority to evaluate or select in this activity. PMC is not a call for competition. Following PMC, the Authority may conclude that procurement is not the best solution to meet a particular strategy outcome. The Authority may conclude that it would be better to do something entirely different to the intent within this PMC. It is essential that any organisation participating in the PMC understands that a procurement opportunity is not guaranteed. It is therefore essential that organisations understand that this activity is not part of a procurement exercise and involvement in the PMC does not affect an organisation's positioning either positively or negatively should a procurement opportunity arise subsequently. The Estimated Date of Publication of Contract Notice in II.3 is indicative and subject to change. The Authority will be doing a presentation about the PMC on the 03rd April 2023. To attend, please follow the instructions contained within the PMC documents. The presentation will be available on YORtender after the 03rd March 2023 for those who are unable to attend.
