Description
This notice is placed as an early engagement notice to inform the market of NHS England South West's ("the Commissioner's") intention to commission a co-production panel (experts by experience) to support non-custodial services. The NHS England South West Health and Justice Team would like to determine the level of provider interest in creating and providing a co-production panel (experts by experience). The intention is that the panel will contribute to the forthcoming review of integrated non-custodial pathways across the South West, including, Devon & Cornwall, Avon & Somerset, Swindon & Wiltshire, Gloucestershire and Dorset . Pathways under review include, services that aim to divert people away from custodial sentences where possible through provision of appropriate support, and/or to ensure that people's healthcare needs (including mental health and substance misuse needs) are met once people leave custody. It is the expectation that the organisation would recruit, train, employ and support people with lived experience of criminal justice and healthcare services and ensure that their expertise informs the work of the Health and Justice Team. The intention is for the contract to be for two years, with an expected maximum contract value of £200,000.

The Commissioner wishes to hold a Market Engagement Event where they will provide more detail on the service and engage with interested parties to gauge views on developing the service model. In order to submit an Expression of Interest (EOI) and confirm you would like to attend a Market Engagement Event you will need to register on the e-procurement system, Atamis. Atamis: Interested providers will be able to view this notice via the 'Live Opportunities' list on the e-procurement system, Atamis, available on the following link: https://health-family.force.com/s/Welcome Once you have found the opportunity, to gain full access, you will need to click on 'Register interest' - this will take you to the log-in page. If you are not already registered on the system, you will need to do so before gaining full access. To express an interest, you will need to complete, attach and return the Market Engagement Questionnaire via the messaging function on Atamis. Expressions of interest must be received by Friday 28th April, 12:00pm. This process is being managed by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner(s). This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit commissioners or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. Commissioners will not be liable for costs incurred by any interested party in participating in this exercise. Interested parties should note that a response to this notice does not guarantee an automatic invitation to any subsequent formal procurement, which the commissioners will consider in the future. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but are instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
