Description

The purpose of this contract is to provide phase 2b of the T0170 contract. A specialist evaluation service to support the delivery of high-quality evaluation studies which measure benefits realisation from National Highways' policies, programmes and projects. The contract will support an evaluation programme running between 2021/22 and 2024/25. This scope is for phases 2b for projects to be delivered between April 2023 and March 2024. This will involve delivering multiple projects concurrently, bringing in innovation and methodological development to help build the capacity and capabilities for evaluation. Working with members of the Evaluation Group and other analysts, the technical partner will: - Deliver high quality evaluation projects for a range of National Highway's interventions, including major infrastructure projects. - Carry out meta-analysis projects and thematic studies to develop learning from across the evaluation evidence base. - Define evaluation requirements and undertake scoping studies in line with HM Treasury's Magenta Book requirements. - Develop evaluation methods, including producing technical guidance, toolkits and standards to embed new / refreshed methods. - Provide peer review and analytical assurance for evaluation activities. - Leading innovation in how evaluation findings are communicated to increase their impact and influence. - Generate actionable insights, facilitate understanding and embedding lessons learnt from evaluation studies to showcase best practice. - Build effective partnership working across organisations from transport consultancy, academic institutions, research and evaluation consultancy to deliver high-quality evaluation studies. - Deliver cost-effective solutions and add value throughout the contract. - Support capability building for evaluation within National Highways through skills sharing, training and developing guidance.
