Description

The Metropolitan Police Service (the authority) is seeking to procure a single supplier framework agreement for the provision of the National Driver Offender Retraining Schemes. This will replace the current framework which is due to expire in Dec 2023. 2.2 The framework agreement will commence in September 2023 for period of 3 years with the option to extend for a further one year bringing the end date to September 2027. 2.3 The Metropolitan Police Service will take the lead on retendering the framework on the behalf of the named forces and TfL. 2.4 Please note that reference to the 'Authorities and/or Force(s) refers to: The Police and Crime Commissioner for Cambridgeshire The Police and Crime Commissioner for Bedfordshire The Police and Crime Commissioner for Hertfordshire The Police and Crime Commissioner for Derbyshire Northumbria Police Thames Valley Police Surrey Police City of London Corporation acting in its capacity as the City of London Police The Metropolitan Police Service Transport for London (TfL) 2.5 Each authority named will be able to access the agreement by entering into their own Call Off contract directly with the framework supplier. 2.6 There is no guarantee that the contracting authorities will utilise the framework. 2.7 Call off agreements can commence from September 2023 and should not exceed the duration of 4 years. 3. Background 3.1 The National Police Chiefs Council (NPCC), with a view of to furthering road safety, encourages Police Forces to provide National Driver Offender Retraining Schemes (NDORS) as a voluntary alternative to court and prosecution to offending motorists who would benefit from improving their driving skills and road awareness following police intervention. The scheme must be attractive in terms of affordability and time so as to encourage participation by offending driver, thus providing the relevant re-training to enable them to improve their driving skills and road awareness, leading to improved road safety. 3.2 The NPCC via UK Road Offender Education (UKREOd Ltd) have established a UK National Model Programme which the service provider must deliver and conform to at all times, ensuring that the Schemes operated on behalf of all Police Forces of the United Kingdom and Northern Ireland conform to one common standard. 3.3 The authority are seeking a supplier to provide delivery of a fully managed service, including venues, call handling facilities to support the NDORS course bookings, to course delivery, and notification back to the relevant force of each course outcome.
