Legal Justification
The use of Regulation 32 of the PCRs is justifiable in this instance, given the absence of competition due to technical reasons. Liverpool City Council (LCC) successfully bid to host Eurovision 2023 at the Arena and Convention Centre Liverpool (ACCL). There is no comparable indoor arena venues of adequate capacity and technical capability to host Eurovision in Liverpool.
