Description
The Council identified a requirement to appoint an suitable Consultant for the provision of a highly accurate and reliable road weather forecasting and consultancy service. This service shall assist and aid all roads authorities who are members of the Weather Forecast Partnership (hereinafter referred to as the “Councils”) in the delivery of their operational winter and flood response service plans. The Consultant shall also provide a maintenance service for all Council owned weather stations and monitoring equipment located within the local authority areas of the Councils in the Weather Forecast Partnership
Total Quantity or Scope
South Lanarkshire Council acts as the lead authority for a collaboration of thirteen Scottish Councils located in the West of Scotland, known as the “Weather Forecast Partnership”. As lead authority for the Weather Forecast Partnership, South Lanarkshire Council invited bids from companies that were interested in being appointed to provide weather forecasting and weather station maintenance services for the thirteen Councils who are members of the Weather Forecast Partnership A Prior Information Notice (PIN) was published on Public Contracts Scotland on the 13th of May 2022 to gauge interest in the market which resulted in two expressions of interest. A Contract Notice was then published on Public Contracts Scotland on the 8th of September 2022, advising of the Invitation to Tender (ITT) being conducted on the electronic tendering platform Public Contract Scotland – Tender (PCS-T). Tenders were invited on a Price/Quality basis. The following weightings were used to determine the most economically advantageous tender: Technical (Quality) 70% Commercial (Price) 30% The successful Bidder was the one which achieved the highest combined Technical / Commercial score provided that all of the selection criteria contained within the Qualification Envelope, as detailed within the Contract Notice, was provided, and verified by the Council as being compliant.

They were required to choose from the Council’s menu of Community Benefits to achieve the minimum points (250) required for the contract. The successful bidder MetDesk Limited has committed to the delivery of 1210 Community Benefit points throughout the period of the contract, including the optional extension.
