Description
The London Borough of Hillingdon is looking for contractor to deliver a proposed “Hillingdon Water Sports & Activity Centre” under a Single Stage tender - D&B. The project was progressed to RIBA Stage 2 in 2021, was paused pending cabinet approval to proceed, an instruction for RIBA Stage 3 was subsequently received in October 2022. “HWSAC” will host sailing, rowing, kayaking, and other water-based activities, as well as land-based activities such as camping, high ropes and educational pursuits. The existing Hillingdon Outdoor Activity Centre (HOAC) located at Dews Lane was a highly popular facility, which for over 50 years provided the local community and visitors access to a broad range of exiting, active, challenging, and healthy land and water-based activities for the residents of Hillingdon, and organised students groups from across West London. Approximately 200 students a day made use of the site in the summer months. Due to the construction of the HS2, HOAC was required to close in October 2020. Following a review of potential sites, Broadwater Lake, UB9, has been selected because of its suitability in terms of access and size. It should be noted that the site sits within a SSSI, and the necessary consents are being sought from Natural England (NE) prior to submission of a planning application. The activity centre will also be the home of the existing Broadwater Sailing Club, which is currently located to the North of Broadwater Lake. The existing Broadwater Lake sailing club buildings and pontoons will be removed, and the site made available for ecological enhancement. The site will be fully disabled person accessible; this includes people in wheelchairs, those with impaired vision and people with autism or behavioural issues. The Council intends to award a DB2016 contract for these Works with Schedule of Council Amendments. A maximum of seven (7) Applicants will be shortlisted who will then be asked to submit a response at the ITT stage. The evaluation process will be carried out internally within London Borough of Hillingdon’s Procurement & Capital Works Team. Factors to be considered by those contractors shortlisted and invited to tender for this service are that their bids will be based on the following weightings: Commercial (Price) - 50% Quality - 50% Those Contractors who are successful at the SQ stage will be invited to submit competitive tenders.
