Description

The DEFRA Group is a collection of government agencies and departments (Environment Agency, Animal Plant and Health Agency, Rural Payments Agency, Natural England, Marine Management Organisation etc) responsible for improving and protecting the environment.Defra Group Fleet Services (DGFS) are responsible for ensuring that the Defra Group operate the safest, greenest, most cost-effective assets and for procuring all fleet assets, ensuring they meet Defra safety and environmental criteria.The DGFS fleet consists of a range of commercial vehicles and plant. DGFS also hires commercial vehicles and plant.Through the issuing of this Prior Information Notice (PIN), DGFS wish to notify and engage the market to understand both supplier capability and the level of interest in this opportunity. Full details are included below.DGFS are planning a supplier engagement event at 11:00 BST on the 5th June 2023, where there will be a short presentation detailing the opportunity and information on the key areas for consideration under the new framework agreement(s). Following the presentation, on the 8th June 2023, a number of 45 minute time slots will be made available to the potential suppliers to have individual discussions for the managing lot (1). This is first come first serve and please email the commercial lead for available times. Information about lots:DGFS expects that this framework will be divided into 7 lots, with suppliers able to bid for one, some, or all lots. This approach may change depending on the outcome of engagement. An outline of the proposed lots is detailed below. The intention is to award Lot 1 to a single managing agent supplier. Lot 2 to 7 may be awarded to a single supplier, or multiple suppliers. ** PREVIEW NOTICE, please check Find a Tender for full details. ** Introduction and BackgroundDefra Group Fleet Services (DGFS) are responsible for ensuring that the Defra Group operate the safest, greenest, most cost-effective fleet assets and for procuring all fleet assets & ensuring that they meet our safety and environmental criteria.DGFS purchase a range of commercial vehicles and plant (excavators; telehandlers; trailers and pumps, along with agricultural and specialist equipment such as winches; mowers; tractors; and other ancillary equipment).This National Plant Hire Framework will supplement DGFS’ current fleet of plant and agricultural assets in several ways, including:• Providing resilience during season peaks in demand• Assist operational teams meet specific ongoing or one-off needs• Provide specialist incident response equipment• Provide flexibility to DGFS when there are fluctuations within our plant fleetIncident ResponseAs a category one responder, DGFS and Defra organisations respond to major incidents across the national, 24 hours a day, 7 days a week, 365 days of the year. DGFS expect the managing agent to be the point of contact, and all suppliers within this framework must provide a 24/7 call out service and provide access to incident response assets.GeneralDGFS have the ambition to reduce total emissions by 30% by 2025. To achieve this target, DGFS will need to work in collaboration with the market; strengthen our supplier relationships; work collaboratively to achieve our targets; and be at the forefront of technological advances. Suppliers on the National Plant Hire Framework will need to adopt emerging technologies into their operations and hire provisions, ensuring they are both aware of advances in alternative fuelled equipment and are able to supply such technology and sustainable assets to Defra organisations.By the very nature of who we are, sustainability is at the core of our operations and supply chain. It is therefore expected that framework suppliers will share these ambitions in becoming both carbon net zero and carbon neutral internally and across the supply chain.
