Description

In June 2022 Severn Trent Water carried out a site security systems and equipment category market testing RFI exercise via Achilles. Following development of our site security category strategy for AMP 8 we will be approaching the market via a regulated procurement event using FTS. The Main Security tender event will encompass several specialist "Lots" and contracts to enable site security systems and equipment to be upgraded and maintained across the Severn Trent and Hafren Dyfrdwy geographical footprint, and covering the AMP8 period (2025-2030) e.g., as *Lot 1 Electronic Security (Capital framework / Maintenance agreements) *Lot 2 Physical security (Capital framework only) *Lot 3 Security IT network services (Maintenance agreement only) *Lot 4 Security fencing and gates (Capital framework / Maintenance agreement[automatic gates] ) *Lot 5 Tier 1 Aggregator (encompasses Lot 1/2/4) (Capital framework only) The outline procurement timetable is to commence the main security tender event in 2Q of 2023, and execute contract agreements in 1Q 2024.

Lot Division

1 Electronic Security

Contracts will be put in place for electronic security measures to secure water site assets; i.e. Intruder detection systems, CCTV, access control, sensors etc. Contracts will be for separate capital frameworks, and maintenance agreements. Geographical scopes will be separate for HD regional maintenance requirements. Our requirements will cover goods and services. 2 Physical Security

Physical security measures to secure water site assets; i.e. Rated doors; Barsets for windows; Hatches, etc. contracts for capital frameworks only. Our requirements will cover goods and services. Additional information: Prior to launch we will hold an online supplier forum to present our planned event, contracting, and procurement strategy to the security category supply-chain and interested parties.
3 Security IT Services

Security IT services (to secure water site assets); i.e. interface with central ST systems and alarm receiving centre, configuration, integration, remote support. 4 Security fencing and gates

Security fencing and gates (auto / non-auto) security measures to secure water site assets; Contracts will be for separate capital frameworks, and for automatic gates maintenance agreement only. Our requirements will cover goods and services as applicable. Additional information: this lot covers security rated fencing and gates only. other types of fencing are procured under a separate property FM agreement / grounds maintenance agreement, (outside the scope of this requirement).
5 Security all services (Capital requirements)

Combined aggregate capital lot requirements to secure water site assets; i.e. A "tier 1" style aggregator organisation to encompass provision of lots 1 (electronic security), 2 (physical security) and 4 (fencing and gates), to give the Utilities(s) a set of capital frameworks, for turn-key complete major security upgrade schemes. Our requirements in this framework will cover goods, services, and facilitation works.
