Description
North Northamptonshire Council (hereafter referred to as the "Council") is seeking technical advice and support in providing a final report which outlines outcomes and recommendation(s) of what the Household Waste Recycling Centre (hereafter referred to as "HWRC") provision should look like for North Northamptonshire from Tuesday, 1st April 2025. The Council has identified a requirement for technical support to carry out an Options Appraisal of the current Household Waste Recycling Centre provision for the new authority area of North Northamptonshire, ahead of the end of the current contract arrangements ending Monday, 31st March 2025. The Options Appraisal will identify the optimal HWRC service provision required to meet the needs of the Council's residents in the near and medium term, whilst meeting its statutory obligations under the Environment Protection Act 1990 (HWRC provision). The commissioned work will include a final report outlining the recommendations of the most suitable and affordable option based upon detailed analysis of the following list (not exhaustive): 1. In-house or outsourced delivery model - i.e., to include a high-level benchmarking review looking at what other comparable Councils do and how their services perform (recycling performance, customer satisfaction, value for money, and affordability). 2. Identify the optimum location and number of HWRCs to meet future service requirements in accordance with industry standards, best practice, affordability, and the Council's local requirements, (e.g., traffic flows, network pinch points). 3. Review of current opening days and hours to maximise efficiency, increase user/customer satisfaction. 4. Investigate an electronic booking system or other similar options to manage access at peak times and discuss associated benefits (advantages) or detriment (disadvantages). 5. Review current e-permit scheme and recommend other schemes and their benefits. 6. Identify and propose options for the locations of any new/replacement facilities (working on the proviso that two (2) facilities (Kettering and Rushden) have had recent investment and are in good condition and will remain) to complement retained facilities. 7. Support/provide Councillor engagement session(s) to discuss direction of appraisal and likely issues arising.
