Description

This advert describes the requirements Bridgend County Borough Council (the Council) has for a housing related support service to vulnerable persons in temporary and supported accommodation. These services will be delivered in two separate contracts (Lots) as detailed below: Lot 1 describes the requirements for provision of: -  16 units of 24-hour supported temporary accommodation (Ty Ogwr)  7 units of supported temporary accommodation including an emergency bed placement (Cornerstone) Lot 2 describes the requirements for provision of: -  Supported accommodation for those with substance and/or alcohol misuse issues who are working towards abstinence (Vesta)  24-hour long term supported accommodation for those with alcohol and/or substance misuse issues

Lot Division

1 Temporary Accommodation for Households who are Homeless

Providers will be able to bid for either one Lot, or both Lots 1 & 2. Providers who bid for more than one Lot may be awarded just one, or both Lots if successful. In conjunction with the Council, the provider(s) will be expected to work in partnership, with the aim of delivering high quality, consistent and seamless provision. These services will build upon existing provision, responding to the needs of and supporting service users who are homeless or threatened with homelessness and have housing related support needs. Services delivered under Lot 1 will primarily respond to the needs of and support service users with housing related support needs, who the Council have agreed to accommodate on a temporary basis, following a homelessness application. Services are expected to provide intensive, meaningful and structured support to enable service users to address or minimise their support needs, eventually enabling successful move on to suitable, independent and sustainable settled accommodation where appropriate. The service will assist with the vision of the Housing Support Grant that promotes “A Wales where nobody is homeless, and everyone has a safe home where they can flourish and live a fulfilled, active and independent life”. Furthermore, it will support the Council in delivering on commitments made in its Housing Support Programme Strategy and Rapid Rehousing Transitional Plan. Provision will support the Council in fulfilling its duties under the Housing (Wales) Act 2014, Social Services and Wellbeing (Wales) Act 2014 and Well-being of Future Generations (Wales) Act 2015.

2 Supported Accommodation for Individuals with Support Needs Relating to Alcohol and or substance misuse

Providers will be able to bid for either one Lot, or both Lots 1 & 2. Providers who bid for more than one Lot may be awarded just one, or both Lots if successful. In conjunction with the Council, the provider(s) will be expected to work in partnership, with the aim of delivering high quality, consistent and seamless provision. These services will build upon existing provision, responding to the needs of and supporting service users who are homeless or threatened with homelessness and have housing related support needs. It is intended that existing services, currently delivered under one contract, will be split into two contracts going forward, with the addition of a new supported accommodation project to Lot 2, which will be outlined in the Service Specification. The division of the existing contract into two separate Lots will enable a tailored and high-quality service and a chance to encourage a specialist approach to service provision. Services under Lot 2 will provide supported accommodation for service users who may be actively struggling with addiction to substances and / or alcohol, including those who may or may not be working towards abstinence. Services are expected to provide intensive, meaningful and structured support to enable service users to address or minimise their support needs, eventually enabling successful move on to suitable, independent and sustainable settled accommodation where appropriate.
