Description

London Borough of Enfield (the “Authority”) is seeking to appoint suitably experienced and qualified service provider with a proven track record of delivering environmental enforcement and support delivery of Council Priorities through: - Contributing to the Labour Manifesto pledge (2022); “Cleaner Streets for Enfield,” - Contributing to the Council Plan; Investing in Enfield 2023-2026; “Keep our streets and public spaces clean and welcoming” - Identify and implement any other strategies/projects etc that will support above objectives - Undertake social value initiatives that support above objectives - Engage residents and the wider public with regards to changing behaviours through education. - Where proportionate and appropriate, issue enforcement notices including the issue of fixed penalty notices. - Prepare prosecution files, for prescribed offences where the evidential tests and public interest tests are met. This is a competitive procurement process (Open Procedure) conducted in accordance with Concession Contracts Regulations 2016 (“CCR 2016”), and as set out in the Contract Notice. Proposed concession contract period 4 years + 1 year + 1 year extensions.

Total Quantity or Scope

This is an Open Procedure conducted in accordance with The Concession Contracts Regulations 2016 (“CCR 2016”). Interested Suppliers can download the standard selection questionnaire documentation and all other tender documentation directly from https://www.londontenders.org/ by using the reference number ID: DN635361. Requests for documentation should not be made by telephone or e-mail. The documentation should be completed and returned by no later than the deadline specified in IV.2.2. Late submissions will not be accepted. Additional information: Candidates’ attention is drawn to the potential implications of TUPE. The Authority takes no liability in regards to inaccuracy of any TUPE information provided in this tender. In the event that any transfer resulting from this Invitation to Tender constitutes a transfer of an undertaking under TUPE those elements of the Contract documents relating to TUPE will apply. The information to enable the Candidate to formulate its bid on the basis that TUPE applies is set out in Schedule 12 TUPE Employee Information. Candidates must complete and return Schedule 13 TUPE Confidentiality Declaration form for the TUPE data within Schedule 12 to be released.

Renewal Options

The duration of the Contract will be for 48 months with the option of extending for a further 24 months (up to 12 months for each extension) at the discretion of the Council and subject to satisfactory performance and availability of resources and subject to a lawful termination in accordance with the provisions of the Terms and Conditions of Contract.
