The Authority, Guy’s and St Thomas’ NHS Foundation Trust (GSTT) is seeking expressions of interest from strategic and operational industry partners for the provision of Radiopharmacy (RP) services which ensure the realisation of the service’s ambition: 'To develop a new, purpose-built, GMP compliant Radiopharmaceutical Production Unit for the aseptic manufacture of radiopharmaceuticals. The unit is to realise the productivity and commercial potential of the Radiopharmacy department and become an exemplar NHS Nuclear Medicine Unit providing training and education opportunities to the next generation of Radiopharmacists. 'The Unit will ensure equity of patient access to the increasing pipeline of RP diagnostics and therapeutics over the next 15-20 years and deliver the most innovative clinical research at its Investigational Medicinal Products (IMP) and Specials licensed facilities. Radiopharmacy sits in the Integrated and Specialist Medicine (ISM) directorate at GSTT, within CLIMP (Clinical Imaging and Medical Physics), and is part of the Nuclear Medicine Department based in the Borough Wing at Guy’s Hospital. The unit manufactures tracers used in diagnostics scans, which are used to detect a wide range of conditions (including injuries; infections; tumours; heart disease; thyroid abnormalities; and kidney conditions) and also guide some cancer procedures.
Total Quantity or Scope
Aim of this PIN is to notify the Radio Pharmacy manufacturing market of our intention to commission a Managed Service Agreement for a new aseptic manufacturing unit. Guys and St Thomas NHS Foundation trust’s generic principals for MSAs1. The Trust gives no guarantee around patient activity / volumes. 2.The providers realise returns on any capital investment through service revenues 3. The Provider takes the risk of under payment 4. The Trust takes risk of over payment5. The trust is to maintain clinician choice where possible i.e. For consumables, equipment, etc that is supplied by the Managed Service Provider. This is a vital stage of our scoping as industry have the opportunity to influence shape the business model of a new Radio Pharmacy manufacturing unit. Significant capital investment will need to be provided by industry to build a new, future proof unit, equipment and consumables. Full or part service management will also include logistics and distribution and the authority will favour those industry partners that recognise the value of Research, clinical studies, education and training. At time of writing there are no available locations at either Guys or St Thomas for a new manufacturing unit and so a location will need to be identified. There is no capital available from GSTT.To get involved in this PIN (IMPORTANT): Please undertake the following steps:1. Additional information: Once PIN responses have been received, consolidated and diffused across the senior stakeholders at Guys and St Thomas, an outline business case and the frame work for a specification will commence that will be take into account industry-responses. A formal competitive procurement process will commence later this year and into 2024.
