Inform the market of the upcoming procurement process for the Generation 2, Wave 1 T Levels, being commissioned by the Institute for Apprenticeships and Technical Education (IfATE) (and therefore enable the market / potential suppliers to begin to plan for this); this PIN is an update to the information previously circulated in October 2022 and

1 Education and Early Years

IfATE will be the contracting authority, subject to commencement of the relevant provisions of the Technical and Further Education Act 2017. References to IfATE should be read with this in mind. T Levels are a programme of Technical Education that have introduced a high quality technical option alongside an academic option for students aged 16 to 19. The initial Wave 1 and Wave 2 contracts that saw T Levels launched in 2020 and 2021 are now reaching their end and IfATE are now reprocuring for the next generation contracts. The purpose of the proposed procurement will be to select and appoint an Awarding Organisation (AO) to be responsible for developing and delivering the Generation 2, Wave 1 T Level qualification, under an exclusive licensing approach. The expected scope of the role of the AO is that it would be responsible for: - reviewing and updating existing content of the qualification, both initially and during the life of the contract; - creating an assessment strategy that aligns with existing practice; - upskilling providers (further education schools and colleges); - provision of learning and teaching materials; - delivering qualification assessment services. The pathway in scope for Lot 1 of the Generation 2, Wave 1 Procurement is Education and Early Years.
