Description

Health Education and Improvement Wales (HEIW) is reviewing Health Professional Education and Training Services delivered to NHS Wales. Health Education and Improvement Wales are seeking to commission and procure a Part Time Distance Learning Nursing Programme.

Total Quantity or Scope

Health Education is seeking to procure Part-Time Distance Learning Nursing education and training services for the four fields of Nursing, Adult, Child, Mental Health, and Learning Disabilities. The education will be mapped to the new 2022 NMC standards of proficiency and validated by the NMC to enable registration/annotation on the NMC register. Additional information: The Contract shall commence on the Effective Date (1st January 2024). Implementation period from 1st January 2024 to 31st July 2024. Following the Implementation Period, delivery of the Programme shall commence from the Services Commencement Date (1st August 2024) and the Contract shall continue until expiry on 31st July 2025 unless extended in accordance with the provisions of the Contract.

Renewal Options

This contract will be subject to renewal at the discretion of the Contracting Authority. The Contracting Authority may exercise its option to extend for a further two years in two twelve-month intervals.

Although HEIW may voluntarily adopt certain provisions in the Regulations neither the employment of any terminology nor any other indication shall be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulations 74 to 76. As this is a procurement that falls under the Light Touch Regime, HEIW is proposing to use a procurement procedure which is akin to the open procedure. All tender costs and any liabilities incurred by bidders shall be the sole responsibility of the bidders. HEIW reserves the right to award the Contract in whole or in part. HEIW reserves the right to pause, halt, abandon and/or annul the tendering process and not to award any or all the Contracts. The Contracts to which this procurement relates are funded via Welsh Government funding, refer to the contract terms and conditions and the ITT for rights reserved to the contracting authority should the said funding cease or reduce. Bidders are to note: (a) The number of student places to be commissioned annually will be conditional upon Welsh Government confirmation of funding; and (b) HEIW reserves the right to vary the range of student commissioning numbers by way of an increase or decrease; and (c) The proposed contract is due to take effect on or around 01/01/2024 and provide for an implementation period. Delivery of the services are to commence upon the anticipated Services Commencement Date (that is on or around 01/08/2024). No contract payments are payable in respect of the implementation period.
