Description

The Electric Vehicle Charging Hubs (EVCH) Programme is one of four key Programmes which have been delivered, or are under development, by Transport for London (TfL) to facilitate the deployment of charging infrastructure in London. The Programme is run by TTL Properties Ltd (TTLP), a dedicated commercial property company within TfL, which is responsible for leveraging c. 5,900 acres of TfL's land to generate sustainable and growing income for reinvestment into the transport system. TTLP has identified a large number of sites which have interfaces with, or run along, major transport nodes in London (e.g. along major roads, at station car parks etc). These sites have been assessed and deemed attractive, and technically and commercially feasible, for the deployment of EVCH.

Total Quantity or Scope

The EVCH Programme will mark a new approach for TfL in the charging infrastructure market, transitioning away from a policy focus to: 1) a more streamlined approach to deployment, focussing on off-street hubs which can cater to a large customer base and support place-making with retail and welfare facilities. 2) a more commercially focussed strategy, investing in EVCHs on TfL's property estate to benefit from long-term operational revenues. The EVCH Programme intends to deliver the Programme by procuring a Joint Venture (JV) Partner to design, build, operate and maintain industry-leading charging infrastructure, and key associated facilities, on an initial five properties owned by the TfL Group, or its subsidiaries. The JV will be 49 per cent owned by TTLP, and 51 per cent owned by the JV Partner. Additional information: This Prior Information Notice (PIN) is being issued for two primary reasons: 1) TTLP is seeking information from the market on potential outline terms for the Joint Venture (JV) ahead of launching the JV procurement process in late summer or early autumn 2023. This will be sought via a Market Sounding Questionnaire (MSQ) which aims to supplement research and early market engagement conducted over the past year. The MSQ also aims to elicit feedback from the market including, but not limited to, development approaches on different land typologies; industry accepted performance benchmarks for EV charging infrastructure; and feedback on the forthcoming procurement. Organisations should express interest in receiving the MSQ by emailing Emma Milam, Commercial Manager (emma.milam@tfl.gov.uk) and Sophie Eynon, Programme Manager (sophieeynon@tfl.gov.uk) no later than 5pm on 21st June 2023. Full details on how to complete and return your response to the MSQ will be provided in the MSQ itself. 2) TTLP is intending to compile a Potential Subcontractor/Consortium Member Directory containing details of organisations who may be interested in collaborating to bid for the future JV tender. This directory will be circulated to potential bidders as part of the early market engagement and/or procurement process with the aim to facilitate brokering contact between different parties. If your organisation is interested in being included in this directory please submit a one-page (A4) document that contains the following information: • An introduction to your organisation; • Identification of one key point of contact in your organisation (name, job role, email address and telephone number); and • An overview of the goods/services you could provide as part of a consortium or as a subcontractor to deliver the JV Partner role. To be included in the directory please email your one page (A4) document in pdf format to Emma Milam, Commercial Manager (emma.milam@tfl.gov.uk) no later than 30 June 2023. IMPORTANT - Expressing interest in the MSQ or submitting an MSQ response is not a pre-requisite to being included in the directory. Furthermore TfL/TTLP are not promoting the use of any particular subcontractor or consortium member, or the use of subcontractors or consortiums in general and will not represent or give any warranty regarding the suitability of companies listed in the directory or the validity of information supplied in the directory. Any discussions or arrangements resulting from issue of the directory will be entirely the responsibility of the parties involved and TfL will not accept any liability arising from such discussions or arrangements.
