Description
This Pre-Tender Market Engagement (PTME) seeks information in preparation for the procurement of a Supplier to administer the Technical Assistance Facility 2 (hereafter referred to as "TAF 2") to support the delivery of the Social Housing Decarbonisation Fund (SHDF) and Home Upgrade Grant (HUG). TAF 2 supports grant recipients in their applications to SHDF and HUG, to ensure the successful delivery of these schemes by providing a pipeline of high-quality applications that also deliver value for money. TAF 2 supports all aspects of the energy retrofit process and also aims to build capacity in the market to deliver domestic retrofit. A key aim of TAF 2 is to get grant recipients to a 'self-starter' position, being able to deliver retrofit schemes regularly and successfully with an increased focus on building and leveraging established networks. The purpose of this PTME is to gather information to: • help define the service specification for TAF 2; • help provide a better understanding of the feasibility of the requirement; • understand the best approach to introduce and implement TAF 2; • understand the capacity of the market to deliver and possible risks involved; • inform value for money considerations undertaken by the Authority; • provide the market with an opportunity to ask questions, raise queries and any issues to be addressed at an early stage; • inform potential delivery timescales of TAF 2; • inform our decision on the route to market. RM6313 Demand Management & Renewables DPS has been identified as a potential route to market for this opportunity. However, as this decision has not yet been finalised, the Authority has decided to publish this opportunity to the wider market. The Authority reserves the right to alter its route to market and may not proceed to tender this opportunity. The Authority reserves the right to make a final decision on route to market following a review of the responses to this engagement which will consider feedback received in relation to the paragraph above. This PTME is separate to any later procurement exercise. The Authority will not use this PTME to inform the suitability of any future potential supplier. However, we strongly advise anyone who has an interest in being considered as a potential supplier should engage with this PTME exercise. Any information shared may be subject to requests under the Freedom of Information Act 2000 (FOIA) or Environmental Information Regulations 2004 (EIR) and may be released unless an exemption or exception applies under the relevant legislation.

Whilst we have not decided on our route to market, we are considering using RM6313 Demand Management & Renewables DPS. Given the timelines involved on registering for the DPS, we would potentially recommend that suppliers register onto the DPS by 1st August 2023. Please ensure you download the Bid Pack and read the 'RM6313 DPS Needs' document prior to registration.
