Description

Nottingham City Council is tendering for the provision of a Family Learning Service. Providers in receipt of an Adult Education Budget - Community Learning allocation will be expected to work in line with the ESFA policy objectives. The CFL Learning Programme for 2023/24 seeks to achieve aims and objectives through the delivery of Community Learning provision under the following programmes: 1. Wider Family Learning (WFL) provision is designed to support different generations of family members to learn separately and / or together. It has the aims of: • developing the skills and knowledge of both the mother/father/carer and child participants • enabling mothers/fathers/carers to be more active in the support of their children’s learning and development and to understand the impact of that support 2. Family English, Maths and Language (FEML) is provision designed for mothers and fathers (or other carers of children) with English and Maths needs or is for families where English is not the primary language. Programmes should aim to: • improve the English, Maths and Language skills of mothers and fathers (or carers) and their ability to help their children • improve children’s acquisition of English, Maths and Language skills 3. Personal and Community Development Learning (PCDL) is learning for personal and community development, cultural enrichment, to acquire a new skill or to pursue an interest. In most cases there would be no formal qualification outcome attached to such learning.

1 Wider Family Learning (WFL)

This is a planned programme of activity designed to engage the adult and child to learn together or separately over a period of time. All WFL should have processes in place to signpost learners to Family English, Maths and Language (FEML) or Functional Skills programmes if a learner’s assessment shows they have an English or Maths need.

2 Family English, Language & Maths (FEML)

Family English, Language and Maths (FEML) courses are for adults who wish to become more involved in their children’s learning and enable them to support their children acquire English, Maths and language skills. Parents can improve their own skills in English, maths and language and improve their ability to help their children. Courses are designed for adults (mothers, fathers, carers, guardians) who do not hold a current level 2 qualification in maths and English, Grade C and above.

3 Personal & Community Development Learning - Digital Skills

The PCDL provision will support learning, which is for personal and community development, cultural enrichment, learning to acquire a new skill or pursue an interest. Digital Inclusion programmes may support training on how to apply for benefits online, support individuals affected by welfare services and regulations and teach ICT skills. Courses that teach ICT skills should also aim to improve employability prospects. All courses must be a minimum of 20 hours.

4 Personal & Community Development Learning - English for Speakers of Other Languages (ESOL)

These will be programmes that support basic ESOL at a wide range of levels, pre-entry levels up to level 1, preparing learners to progress onto more formal ESOL qualifications. Courses should be citywide and delivered locally to the learners. Learners will be referred by BEGIN so no marketing and recruitment is required for these programmes. Courses must include an element of social visits with the learners and including meaningful trips across Nottingham City. All courses must be a minimum of 30 hours.

5 Personal & Community Development Learning - Personal Development

The aim of the Personal Development course is to link skills development to employment opportunities by raising the skill levels and confidence of learners to improve their chances of gaining sustained employment. Activity must provide defined progression routes to employment and/or further learning such as further education, other employability support or apprenticeships. To this end, partnership working with local organisations and agencies to develop pathways for both learner recruitment and progression is vital. All delivery should be tailored to the needs of the individuals and specific client groups. Provision must be non-accredited and must be a minimum of 20 guided learning hours..

6 Personal & Community Development Learning - Go Green

This will be community-based learning, important for sustainable development and active citizenship, enabling people to take direct, practical action. It also helps people gain new knowledge and skills to improve their lives in sustainable ways, for example workshop and courses on reducing carbon footprints, upcycling, recycling, forest schools, grow your own, composting/sustainable gardening, energy saving, eco-art, nature hikes and wildlife spotting, environmental activism and water conservation courses.

7 Personal & Community Development Learning - Health & Wellbeing
  • Value: £120K

This will be personal development, including confidence and assertiveness building, course. Food and nutrition to increase knowledge and understanding of long-term changes to diet and lifestyle. Mindfulness to learn ways to incorporate mindfulness into everyday life and improve mental health. This will build stronger communities, including active citizens, increasing responsibility and providing courses that promote inclusivity, integration and reducing isolation.
