Description

Bridgend County Borough Council are commissioning a range of supported accommodation services for care experienced young people and care leavers between the ages of 16 and 21. The aim is to create a suite of accommodation options with varying levels of support which reflect the diverse and complex needs of our care leaver population and provides the necessary support they need to make a successful transition to adulthood and move towards independent living. Support will strengthen young people’s strengths and capabilities to help develop the necessary skills to live independently. The Council intends to award three separate contracts (Lots) as set out below. Lot 1 - Care Leavers Intermediate Supported Accommodation Service Lot 2 - Care Leavers Transitional Supported Accommodation Service and Step-Down Service Lot 3 - Rapid Supported Accommodation Service and Step-Down Service Tenderers can bid for any or all three Lots but the maximum number of Lots a Tenderer will be awarded will be limited to TWO Lots (the “Capped Limit"). Please note these services do not require registration under the Regulation and Inspection of Social Care (Wales) Act 2016. To support growth and continue to meet demand, the Council, acting in its sole discretion, reserves the right to proposed variations to the Service to allow for the addition of services of a similar nature to the existing Services. The scope of the potential variation option being reserved is up to a 75% increase in the contract value per LOT, over the term of the contract. Dependant on type of service required (i.e., intermediate supported accommodation/ step down), increased hours will be paid at the scheme rate submitted. Any increase in contract value will cover the delivery of additional accommodation services, it will include hours of support in alternative provision, for example providing staffing to an additional step-down service. It’s at the sole discretion of the Council to determine which Lot will receive additional services and increased contract value.

Lot Division

1 Intermediate Supported Accommodation Service

Bridgend Council requires an intermediate supported accommodation provision which is in-between 24 hour supported accommodation and step down. Support will be available at pertinent times throughout the day, which is coordinated around the needs of the young people. We require a highly skilled provider who has the knowledge, experience and ability to respond to young people’s support needs, including those of unaccompanied asylum seeking children. The service will help support young people to develop their independent living skills and work towards their goals in education, training, employment and other areas of life.

2 Transitional Supported Accommodation Service and Step-Down Service

Bridgend Council requires a 24 hour supported accommodation and step down accommodation with a highly skilled provider who has the knowledge, experience and ability to respond to young people’s support needs. The service will help support young people to develop their independent living skills and work towards their goals in education, training, employment and other areas of life.

3 Rapid supported accommodation service and step-down accommodation service

Bridgend Council are commissioning a service to respond to care leavers whose placement is at risk of breaking down. Bridgend Council requires a 24 hour supported accommodation and step down accommodation with a highly skilled provider who has the knowledge, experience and ability to respond to young people’s support needs. The service may include young people who have recently entered care or supported through a care and support plan and there are still ongoing assessments taking place and limited information available. The provider must be able to deliver a reactive and intensive support service to young people who may have complex needs. The service will help support young people to develop their independent living skills and work towards their goals in education, training, employment and other areas of life.
