Description

Leicestershire County Council and Rutland County Council (the Authorities) are inviting tenders for the provision of ‘Sexual Health Services’ in accordance with the applicable elements of the Public Contracts Regulations 2015. The Authorities have a requirement for Sexual Health Services as part of their wider public health responsibilities, and the Authorities intend to procure provision for Integrated Sexual Health Service (Lot 1), provision for an Online Sexual Health Service (Lot 2), and the provision for Long-Acting Reversible Contraception (LARC) Service (Lot 3). It is the intention for the Authorities that the provision of Emergency Hormonal Contraception (EHC) will be procured early Autumn 2023, alongside additional pharmacy services. However, the delivery of EHC service remains a key provision in the Sexual Health Service landscape. The commissioned sexual health services for Leicestershire and Rutland comprise of the Integrated Sexual Health Service (ISHS) and Community Based Services (CBS).

This opportunity will be an open procedure under the Light Touch Regime, and the Authorities welcome tenders from consortium or sub-contracting arrangements for this procurement opportunity. The service will be required to provide a confidential, open-access, cost-effective, high quality and comprehensive Sexual and Reproductive Health service Overarching service aims are to improve sexual health outcomes by: - promoting good sexual health through primary prevention activities - providing rapid and easy open access to STI and Blood Borne Virus (BBV) testing, treatment and management - providing rapid and easy open access to reproductive health services - reducing late diagnosis of HIV and undiagnosed HIV and improving the sexual health of those living with HIV - providing a quality service with appropriately trained staff, clinical governance and service user safety arrangements - being responsive to local need - operating as a key partner in the local sexual health economy providing clinical leadership, involvement in local networks and development of clear referral pathways between providers Service objectives include: - ensure that services are acceptable and accessible to people disproportionately affected by unplanned pregnancy and sexual ill health - engage local prevention groups and non-governmental organisations - ensure service users' views inform service evaluation, development and continuous improvement - proactively assess and respond to the public health needs of the local population - ensure robust information governance systems are in place and the service is reporting to mandatory national datasets - support and champion evidence-based practice in sexual health - promote service and key sexual health messages to the local population - understand the wider determinants around both sexual health and unplanned pregnancy - prompt referral and signposting of service users to services such as HIV services, the sexual assault referral centre (SARC), drug and alcohol services and other services relevant to their individual needs - provision of chlamydia screening, treatment and partner notification as part of the National Chlamydia Screening Programme (NCSP) - provision of STI testing, treatment and partner notification - increase the uptake of HIV testing - provide HIV PrEP for populations at risk - rapid referral to HIV treatment and care services - management of complex STIs - provide sexual health information, including information about safer sex practices, contraceptive methods and access to free condoms and advice to develop increased knowledge - access for all age groups to a complete range and choice of contraception - access to free pregnancy tests and appropriate onward referral to abortion services or maternity care - develop the sexual health workforce - co-ordinate and support the delivery of sexual health care across the locality through expert clinical advice, clinical governance and clinical networks - deliver multidisciplinary training - work with partners to support the local implementation of Relationships, Sex and Health Education, including providing up-to-date information and contact details for contraception and sexual health information for educational setting This lot will be awarded as a contract to a single provider. Subcontract arrangements are permitted.

2 Online Sexual Health Service

This opportunity will be an open procedure under the Light Touch Regime, and the Authorities welcome tenders from consortium or sub-contracting arrangements for this procurement opportunity. This service will deliver and manage a secure and accessible, online sexual health service that facilitates a comprehensive sexual health assessment, remote STI and HIV home sampling and diagnosis test kit, without the need to see a healthcare practitioner for; sexually active individuals aged 16 years and over residing in Leicestershire and Rutland. The provider will deliver 24 hours a day accessible service, capable of processing high volumes of requests simultaneously. Service aims are: - to increase knowledge of risks associated with sexually transmitted infections (STIs) and refer to appropriate services - to help contribute to a reduction in the rate of unplanned pregnancies, particularly in under 18s - reduce late diagnosis of HIV and undiagnosed HIV - provision of STI testing, (some treatment) and partner notification - increase the uptake of HIV testing - to enable providers to be active participants in an integrated multi-disciplinary service to help ensure easy and swift access to advice Service objectives include: - delivery of a user friendly, non-judgemental, client centred and confidential online sexual health service - identify: - Eligibility - Risk - Vulnerabilities - Need - Appropriate testing - Any required referrals to an alternative/additional service provider/s - provide rapid and easy access to STI testing (and some treatments) - provide rapid easy access to contraception This lot will be awarded as a contract to a single provider.

3 Long-Acting Reversible Contraception (LARC) Service

This opportunity will be an open procedure under the Light Touch Regime, and the Authorities welcome tenders from consortium or sub-contracting arrangements for this procurement opportunity. This service is required to deliver the provision, fitting, monitoring, and removal of IUDs, IUSs and SDIs for contraception purposes for women of Leicestershire and Rutland. The service will provide a number of clinics across the geography of the counties and ensure consistent and timely delivery of long-acting reversible contraception. Service aims are: - improve sexual health outcomes - improve access to long-acting reversible contraception (LARC) to Leicestershire and Rutland residents as part of a range of contraceptive options - to raise awareness of the benefits of Long-Acting Reversible Contraception (LARC) by providing high quality advice, support and information on the full range of contraception methods to all those on or seeking contraception - to increase knowledge of LARC and mainstream contraception amongst healthcare professionals - to increase knowledge of risks associated with sexually transmitted infections (STIs) and refer to appropriate services - to help contribute to a reduction in the rate of unplanned pregnancies, particularly in under 18s. - to enhance professional practice - to enable Providers to be active participants in an integrated multi-disciplinary service to help ensure easy and swift access to advice - to ensure that the availability of post-coital IUD fitting for emergency contraception be more adequately provided as another means of reducing unintended conceptions The service objectives are: - delivery of a user friendly, non-judgemental, client centred and confidential LARC service - be a key partner in the local network of contraceptive and sexual health services to help ensure easy and swift access to advice This lot will be awarded as a contract to a single provider.
